Study On Establishing Universal Children's Welfare In Times Of Two-Child Policy

Due to the implementation of the long-term family planning policy,the fertility rate in our country continues to decline and the society is gradually entering an ageing society.China,which has lost its demographic dividend,faces tremendous pressure.For China,which is building a strong modern socialist country,aging will seriously affect the country's long-term development and construction,even causing tax revenue to decrease year by year,and fiscal deficits are getting worse.The developed countries are generally faced with the problem of population aging.The birth rate has remained at a relatively low level for a long time,which has caused changes in the demographic structure of the society.Due to huge economic pressures,the introduction of labor from overseas has become a frustrating move for developed countries.Although overseas labor provides a low-cost labor force,it also brings huge social problems such as clashes of civilizations,chaos,and changes in ethnic structures.Since the 18 th National Congress of the People's Republic of China,with the comprehensive deepening of reforms,the birth control policy has gradually adjusted with the needs of the country's development.From "single second child" to "comprehensive two children",the reform of the birth policy has gradually increased.Although the "comprehensive two-child" policy was officially implemented in2016,the birth rate of babies was far lower than expected,and the growth of the number of children did not show an explosive growth trend.Fundamentally,children's raising costs are too high,couples have no time and energy to monitor,children's welfare system is absent and other issues are the main reasons that lead to eligible couples to give up their second child.At the same time,phenomena such as "Red,Yellow and Blue" incidents that infringe on children's rights are frequently seen in the newspapers.Children's protection mechanisms are not perfect,and children's relief systems are not perfect.These problems are bound to become even more prominent in the near future.Under the background of the “comprehensive two-child” policy,China urgently needs to re-examine the current work on child welfare and establish an inclusive child welfare development system.Granting Willingness and Ability to Give Birth to Two Children Although China has already started the pilot improving the current situation of the poor performance of the "full-scale two-child".In the context of the "twochild" policy,with a view to improving fertility desires,r educing child care costs,and promoting children's allround development,the constructi on of China's child welfare system will inevitably not be limited to the rescue and protec tion of children in distress.Exploration and construction are in line with China's overall national strength level.The actual and inclusive welfare system for children is the main direction for the development of child welfare in the next step.This requires that China must improve the level of material security and service provision.It needs to establish a broader coverage,a richer level,a more complete content,and a more complete system,so as to truly reach the goal of covering all children and satisfying all children's needs.Now,the "threestep" strategy for the development of child welfare has been clearly defi ned: The first step is to build governmentguaranteed protection at the end of the "Twelft h FiveYear Plan," which can cover all orphans and children in difficult situations.The s econd step,by 2020,will build nationwide welfare benefits and service provision that ca n benefit a wide range of irregular children;and the third step,by 2049,will build unive rsal welfare for all children in China.The system can basically be equal to the level of c hild welfare in developed countries.Therefore,it is of great practical significance to exp lore the patterns and paths for inclusive welfare development in the context of the “com prehensive two-child” policy.
