With the development of the new public management movement in the 1980 s,the practical experience of public and private cooperation is gradually enriched.Since then,the government no longer dominates the provision of public services,instead handing the baton to social capital.The government's purchase of public services discussed in this article is a valid path in the public-private partnership.It divides the three parties into the public service,which is the government as the buyer,as the social capital of the project contractor and the public as the service object.The rights and obligations of the parties are divided in the form of contract,which effectively enhances the efficiency and quality of public service provided by the government.Compared with the rich practice of foreign countries,it is late for China to carry out government purchase of public service.Before the opening of the market economy,the public service in China was monopolized by the government and state-owned enterprises,which inhibited the participation of social capital.After the reform and opening up,the social capital grew and became more and more popular.Therefore,the provision of public services based on the market foundation gradually entered the vision of the reformers.Since the beginning of the project in Shanghai in 1995,it has been more than 20 years since the government began to purchase public services.It has accumulated a lot of experience and learned a lot of hard lessons.Compared with the western countries,China's current law lacks a systematic legal system for the supervision of government purchase of public services,and it lacks a law to adjust the government purchase.In this way,many problems arise in practice,which affect the realization of government public administration function.Although the government continues to make active explorations in the field of public services,there are still many problems that need to be solved and improved in the practical operation.This paper explores the theoretical basis of the supervision responsibility of government purchase service through the definition of government purchase regulation,and then analyzes the necessity of supervision after government purchase service.Then,after the purchase of public services in China legislation present situation and operation status quo of government supervision is analyzed,put forward three problems of government regulation at present: lack of regulation system,temporary takeover mechanism is not sound and supervision evaluation system is not sound.And build a chapter in the system responded to the three questions one by one,and proposed the author about the construction of the government supervision system preliminary,in our country is facing the problem of planning a possible solution into the road.
