Research On The Smart Community In The Perspective Of Citizen Participation Theory

At present,China is striding forward.Many cities have integrated Internet intelligence into the current development trajectory,and have gradually created so-called smart cities.In many cities,different types of smart communities have also been created.The smart community symbolizes the development and progress of society,and it also brings about considerable reforms and innovations to the community governance system,providing new ideas for innovative community governance.Since May 2014,the Ministry of Housing and Urban-Rural Development issued Guidelines for the Construction of Smarter Communities(Trial).After demonstrations and research,in 2015,Shenyang City Party Committee Office and Shenyang Municipal Government Office issued “Smart Shenyang Construction and Implementation Plan” to launch a smart community.Construction pilot work,the development of smart communities gradually developed.In this paper,through a lot of research on the relevant literature on the construction of smart communities,in-depth study of the construction of smart communities in Qingquan community in Shenhe District,Shenyang City.This article is divided into five parts.The first part is the introduction.It introduces the research background,research significance,research methods,and combs domestic and international research.The second part defines the concept of community,smart community and citizen participation and expounds the theory of citizen participation.Connotation;The third part introduces the current situation of construction of smart communities in Qingquan community in Shenhe District,Shenyang City,and proposes problems in the construction process.That is,the intelligence community pays less attention to the number of participants,the cultural quality of the participants is low,the channels of participation are narrow,the views of citizens are dispersed,and citizens' opinions cannot be resolved.It was adopted in a timely manner.The fourth part uses the theory of citizen participation to analyze the reasons for the existence of the problem from the perspectives of the necessity of citizen participation,the public nature of decision-making objectives,thequality of decision-making information,and the acceptability of decision-making;At the level,attention should be paid to citizen participation,enhancing the acceptability of decision-making,access to high-quality decision-making information,and insisting on sharing decision-making goals with the public;at the community level,cultivating citizens' awareness of participation,improving citizens' participation,enriching the form of citizen participation to increase residents' participation rate and participation Effectiveness.From the perspective of citizen participation,we will study the construction of smart communities,explore convenient and efficient modes of community building,and use information technology and intelligent means to create a platform for governments and social organizations and community residents to participate in community management,solve community problems,and share community resources.Achieving a new level of smart community with high administrative efficiency,fine service and governance.
