For the first time in the report of the 19th National Congress,the central idea of building a smart society and building a smart society centered on the people is the first time.This is a higher requirement for the construction of smart cities and a new test for the governance capabilities of local governments.The smart society focuses on new network facilities,new data environments,new concept models,new technology applications,and promotes people-oriented sustainable innovation so that the general public will have more satisfaction and happiness.At present,the Wuhu municipal government and administrative departments also actively regard the construction of smart cities as a new approach to enhance the ability of local government governance.However,there are still many deficiencies that need to be addressed to meet the new requirements of a smart society,such as the lack of large local governments.Data awareness and literacy in the data era;the phenomenon of profit-making among the various local government administrative departments is significant;the dominance of the governance body is obvious.At present,it is imperative to urgently establish the governance thinking of big data to improve the ability to manage effectively;improve the ability of local government talent pools;promote the organizational structure adjustment and optimization mechanism to innovate and manage capabilities;accelerate the construction of information systems and platforms to improve the integration of top-level design resources;Laws and regulations strengthen the ability to govern in accordance with the law;broaden participation channels and promote multi-coordination and governance capabilities.
