Reseach On The Government Administration Capacity Building Of Yunnan Wenshan Zhuang And Miao Autonomous Prefecture

The local government of the autonomous prefecture is an important part of China's national governance system.It not only undertakes the development of local economy,culture and social affairs within the national and provincial leadership,but also bears the important responsibility of implementation system of regional autonomy,strengthen national unity,protecting the ecological environment,safeguard national security and stability.To promote the governance capacity of the nationality autonomous prefecture government modernization is the inevitable requirement to realize the modernization of national governance capacity and governance path.And the analysis of the current situation of the national autonomous local government plays an important role in promoting the development of autonomous local government administration capacity and the modernization of national governance.In this paper,taking the governance capacity of Wenshan Zhuang and Miao Autonomous Prefecture as the research object.And combing the integration of the local governance capacity modernization theory and the practice of Wenshan governance capacity,in order to explore the policy to strengthen autonomous prefecture government governance capacity,and led other aspects the modernization.This paper is based on the literature research and investigation,to define the connotation and elements of ethnic autonomous prefecture government governance capacity.Firstly,to discuss the status and effectiveness of Wenshan's governance capacity from six aspects.Those are including legal autonomy ability,public policy ability,the allocation of resources and social control ability,comprehensive coordination capacity and crisis handling capacity.Secondly,to comprehensive the main reasons for restricting the capacity-building of Wenshan state government from the backward ideas,lack of autonomy in law enforcement,ineffective coordination of governance subjects,insufficient execution of government,inadequate public services and the shortage of talents.Finally,to put forward the path for promoting Wenshan modern governance from the governance thinking,governance subject,governance pattern,governance mechanism and so on.
