A Study In Aaron Wildavsky's Thought Of Budget Politics

Studies on China's public budget and fiscal management tend to ignore the politics of the budget process.American political science and public administrative science in the public budget research stress the budget process is not only a technical process but a political process,and political factors will influence the budget process and then affect the budget result.Aaron Wildavsky is one of the most famous scholars in the field of public budget research,and he opened a new area of budget politics research.He studied what the actual budget process was and examined the budget reform proposals under the actual budget from the perspective of progressive budget theory and cultural theory.These researches were variations on a theme: budget is politics.Politics is the nature of budget,budget reflects power struggle and policy orientation,included conflict and compromise.In brief,budget is a product of the political game,budget is not only the government intention to act or so-called financial report but relate to how to live together in the community and how the state governances.Wilduvsky went beyond the narrow confines of budget technology,greatly expanded and deepened the field of budget research.Arguably,in the budget research field,Wildavsky used different research paradigm to observe budget under the perspective from the method,procedure and system management operation level to political level,it explained the nature of the budget;In the field of political research,he found a way to study politics,that is from a budgetary point of view.Budget is the lifeblood of the government and the medium of basic life support system of public policy."In a world that demands simple reforms and easy answers,Aaron wilduvsky's wisdom about budget analysis is often forgotten.But it will endure for its greatness." Wilduvsky's legacy--what really matters in budget politics and how budget politics affects our governance is worth analyzing,exploring,and learning from.Based on the analysis of the thoughts of Wilduvsky's budget politics,this paper explores the formation and basic content of budget politics,and combines the budget politics thoughts,I think first of all,China should strengthen its research on budget politics,including the actual process of budget and the study of budget political theory.In the second it is necessary to improve the budget control of the NPC in the process of budget reform,because any budget reform which is successful requires changes in political relations.Finally,the budget issue is actually a major issue of national governance,and China can study the issue of national governance starting with budget.
