On The Governmental Supervision In The Privatization Of Urban Water Supply Industry

Urban water supply is an important component of urban public utilities and has a direct impact on urban economic development,social production and residential life,and plays an important role in the city's survival and development.In the 1990s,the privatization reform of China's water supply industry started.Privatization has promoted the development of urban water supply industry and injected vitality into the development of the water supply industry,but in the field of water supply with natural monopoly,this kind of reform based on privatization still has many problems.In order to ensure that the legitimate interests of citizens are not lost in this process and the basic rights of citizens are protected,the regulatory role of the government must be continuously optimized and strengthened.Although our government has been attaching great importance to the regulation of the water supply industry over the years,and the requirements are very strict,there are still some deficiencies in the design and establishment of the government's supervision system.This article focuses on the government supervision during the privatization reform of the urban water supply industry and focuses on the K-city where the privatization reform experience in the water supply industry is rich.Using the new public management theory,incentive regulation theory and public governance theory and the relevant concepts of government supervision,this article makes a detailed and profound analysis of the present situation,effectiveness,problems and main reasons of the government supervision in the reform of water supply in K-city.In the process of K-city tap water supply reform,there are still some problems,such as the overlapping of government regulatory functions,competing jurisdiction or mutual prevarication,weak regulatory quality supervision standards and rent-seeking risk in the process of supervision.The main reasons for these problems are the diversified supervision system,the lack of information asymmetry among various regulatory bodies,the incomplete water supply price formation mechanism,and the lack of incentive competition mechanism for water supply supervision.On the basis of this,the paper puts forward some policy suggestions to improve and perfect the government supervision in K-city tap water supply,such as increasing the coordination among multiple regulators,making specific water supply supervision standards,optimizing the allocation of water resources by price supervision and restraining rent-seeking risks in the supervision process,so as to safeguard the public interests.Hope to improve and strengthen the government regulation system of water supply industry,optimize the government supervision function,ensure urban water supply service is safe,economical,and efficient to realize the sustainable development of urban economy and society.
