Identity management is a form of classified management in China's human resources management.It is generated and shaped in the Planned Economy.In identity management,laborers are given a status as cadre or worker based on qualifications,experiences and other conditions.Because of their different identities,cadres or workers have different remuneration standards,benefits and career development.With the establishment of market economy system and rapid development of economy and society,social division of labors has become complex and new types of occupations have emerged in an endless stream.The division of laborers into two categories of cadres and workers is too simple and general,and identity management has not been adapted to modern human resources management.However,identity management is still applied in the human resources management of government,which highlights drawbacks such as the the disaccordance of identity and position,waste of administrative resources and inequality of distribution and opportunity.Therefore,the paper analyses the reasons for its causes,as well as its harms and drawbacks,and then put forward the means and ways to eliminate identity management.Identity management results from the labor and employment system and the highly centralized personnel management system which appeared after the founding of the People's Republic of China,especially during the planned economy period.Retired military officers,college graduates and other employees been assigned to government department,people's organizations,institutions,and enterprises working as leaders or engaged in management obtain Cadre Identity.Urban residents recruited into the production departments of enterprises,or agencies and institutions' logistics positions obtain Worker Identity.Identity is lifelong and hierarchical.It is difficult to switch between Cadre Identity and Worker Identity.The former is superior to the later.Identity management still exists in the current government departments' personnel management policies and practices.It has thefollowing forms: Identity verification is an important part of personnel files management;Cadre Identity is an important qualification for been selected leaders;Identity is the basis for determining the position of new recruits and the retirement time of senior workers.In the government departments that call for modern human resources management,the implementation of identity management has resulted in the separation of identity and position,unfairness in distribution,the inappropriate allocation of human resources and waste of administrative resources and impeding the implementation of modern human resources management.But identity management has not been completely eliminated due to the influence of traditional personnel management thinking,the existence of lags in related institutional reforms,and the consideration of policy continuity and fairness in reforms.To speed up the process of canceling identity management,it is necessary to allow “cadres” and“workers” to return to their original job roles and adjust existing labor and personnel policies such as personnel file policy,retirement policy,college graduate employment policy.Identity management should be replaced by position management.
