Research On Communication Between Public Security Organs And Network Opinion Leaders Under The View Of Public Opinion Guidance

With the rapid development of Internet media,the network opinion leaders are growing stronger and play an increasingly important role in information dissemination and public opinion guidance.Under such a background,it is an important part of public opinion guidance for public security organs to enhance communication with network opinion leaders and enhance the effect of Internet public opinion guidance.Strengthening the communication with the network opinion leaders is a necessary requirement for safeguarding the national political security and regime safety,promoting the modernization of governance system and governance capacity.It is also a realistic need for effective disposal of Internet public opinion events involving police and innovation and development of public security work.This paper is based on the perspective of public opinion guidance to study the problems related to the communication between public security organs and network opinion leaders.Starting from the basic concept,based on the theory of the two level communication and public relations,this paper sorts out the development of the network opinion leaders in China,and thinks that it has the characteristics of strong ability,soft power and wide influence.Combined with the the Bund stampede and the Tianjin port bombing incident,the communication power and influence of the network opinion leaders are mainly reflected in the following three aspects: forwarding information,causing public concern,analyzing and commenting,leading the public to think,setting up topics and changing the direction of public opinion.On this basis,put forward opinion guiding mechanism from the perspective of the public security organs and the network opinion leaders communication includes information service mechanism,response feedback mechanism and guide the management mechanism,the Public security organs and the network opinion leaders communication strategy are: correct understanding and respect the opinion leaders;to strengthen the online and offline interaction;carry out equal dialogue.
