A Research On The Innovation Of Market-oriented Tools In Grassroots Government Governance In Wuchang District Of Wuhan City

Since the 1980 s and 1990 s,the extensive use of government tools,especially market-oriented tools,has enabled the government's image and has been operating model to be innovated.It has also deepened the reforms of the values and management models of governments in various countries.At the same time,the public's demand for public services began to become diversified and individualized.The original public service supply could no longer meet the needs of the public,and the use of market-oriented tools in the public service sector became inevitable.In recent years,China's socialist market economy system has become more and more perfect,making the use of market-oriented tools increasingly widespread in China,no longer limited to the central government or the provincial government,but extended to the grass-roots government.The grass-roots government is the most direct contact with the masses and most directly serves the people.Studying the application of market-oriented tools in grass-roots government governance is of great significance to changing the services of grass-roots governments and improving the quality and efficiency of grass-roots government public services.This article takes Wuchang District Government of Wuhan City as an example to study the governance of grass-roots government,and analyzes the application of market-oriented tools in grass-roots government governance from a practical perspective.Through literature review,investigation and other methods,we have conducted three specific cases of the recent the overall planning of "Wisdom Wuchang",the operation on behalf of the "Wisdom Ziyang" WeChat public account,government enterprises cooperation,government universities cooperation,government and other social organizations cooperation to build a multi-platform.By analyzing the use of three market-oriented tools,such as PPP model,contract outsourcing,and privatization,was used to understand the innovative use of market-oriented tools by Wuchang District Government of Wuhan City.Based on the theory and the practice,this paper summarizes the effective methods for the grass-roots government of Wuchang District in Wuhan to improve the quality and efficiency of public services.At the same time,it finds out the obstacles to restricting the operation of market-oriented tools,seeks effective solutions,and then we can gain the more operational solution to truly apply the theory of government tools localization.
