Research On The Promotion Of Execution Ability Of Township Cadres In Shaanxi Province

In our country entering the key period of realizing the overall well-off society,the top level design of the national development has been basically perfect,and the problem of executive ability has become the key variable of the development transition.And the issue of the executive power of government cadres has become an unavoidable hot topic.General Secretary Xi has pointed out on different occasions that it is an important guarantee to realize the modernization of governance by paying close attention to implementation and enhancing the ability of cadres to execute.The cadre executive ability and the effective implementation of the policy have the inexorable correlation.As the township cadres at the lowest level,they are the most direct executors of the state policy landing in the township areas,facing the weak development foundation of the township areas,and become more diverse.How to understand the national policy deeply and how to carry out the national policy according to local conditions has become the most important task that township cadres have to solve.From the point of view of the current research results,most of the studies are carried out from various angles,such as the subject of execution,the object of execution,the environment of execution,the resources of execution and the results of implementation.For township cadres,Especially,the research results of the execution ability of township cadres in specific areas are insufficient,and the research process is short of pertinence.Based on the principal-agent theory,economic man hypothesis,public man hypothesis,incentive theory,and on the basis of the domestic and foreign research results,this paper focuses on the southern Shaanxi region,and selects several towns and villages in the three cities in the south of Shaanxi.Through questionnaires,interviews and other ways to obtain a large number of township cadres on the implementation of the issue of first-hand According to the data,it is concluded that the present situation and problems of township cadres in Shaanxi Province are not willing to execute,dare not carry out,not know how to execute,do not need to execute,and so on.Through analysis,It is concluded that the reason why the executive ability of township cadres in Shaanxi Province is not high is the lack of public consciousness caused by the dislocation of administrative identity,the loss of "executive security" caused by the lack of "safety net",and the "ability panic" under the short board of ability cultivation.Finally,according to the situation of investigation and interview,it is concluded that improving the executive power of cadres needs to guide the return of cadres' role,perfect the fault-tolerant and error-correcting mechanism,increase the strength of ability training and optimize the incentive system.So as to enhance all aspects.The implementation of township cadres,so that the country's grand goal of a well-off society can be realized.
