With the rapid development of China's social economy,people's world outlook and values are changing unprecedentedly.The social contradictions caused by them are on the rise.How to maintain the stability of the social order in the environment of the state without increasing the compilation of the law and politics has become an urgent need for the public security organs to solve in a period of time.In the long-term police activities,we found that police assistants will be the first choice to solve this problem.But we must also see clearly,the public security organs recruiting auxiliary police officers will also have two problems: the first is to do not have the identity of law enforcement people into the law enforcement team,how to regulate the behavior of police auxiliary personnel,let it not break through legal boundaries and can help the police to carry out formal work;followed by the government purchase of services,how to let the police auxiliary personnel of public security work and love with all your heart.By using the theory of incentive compatibility and combining with the experience of the author in public security work,this paper puts forward a series of views on personnel management of police assistants while solving the above two problems.First analyze the legal status of auxiliary police officers in the management is not clear,the responsibilities is unknown,management is not standardized,the lack of security mechanism problems and causes,then the incentive related theory to the police support staff personnel management,salary incentive,and to put forward security incentives,incentive policy treatment plan in three aspects finally,the current situation of public security work,put forward the countermeasure mechanism of China's police support staff personnel management.This article is divided into six chapters.The first chapter is the introduction part,which mainly introduces the purpose and significance of the topic,the literature review at the present stage,the research method and the main content as well as the innovation.The second chapter analyzes the institutional change of China's police assistant staff management from the system origin,personnel management system change and personnel management system.The third chapter mainly elaborates the official police,auxiliary police officers of the people of different identities,the work will exercise the same powers of "isomorphism" and the public security organs in the performance of official police and auxiliary police officers differs from the "double track" coexist with auxiliary police officers and personnel management problems.The fourth chapter first analyzes the significance of incentive compatibility theory in management,then discusses the compatibility and heterogeneity of incentive compatibility and performance appraisal,and finally analyzes the application of incentive compatibility theory to police assistant personnel management.The fifth chapter is the former point of view,put forward the optimization measures,at the present stage of China's police auxiliary personnel management mechanism includes: a clear legal status of police auxiliary personnel;task specification of police auxiliary personnel responsibilities;strict police auxiliary personnel access standards;improve the police auxiliary personnel management system;improving the safeguard mechanism of police support staff.The last sixth chapters are conclusions and references.The significance of this study is that the police assistant officers have been adapted to the development of the times from generation to emergence,and at the same time,the universal means to solve the police shortage in the countries all over the world.In recent years,the police assistants have played a positive role and exposed a lot of problems,leaving a bad impression among the people.By the end of 2014,the central leading group for deepening the reform through the framework of the "opinions" on deepening the reform of public security issues,the "opinions" clearly will be the reform of police auxiliary personnel as an important content.In this context,to further clarify the legal status of auxiliary police officers,auxiliary police officers straighten out the management system,standardize the police support staff team management methods and means to accelerate the implementation of police auxiliary personnel reform,optimize the form of financial security police support staff team,the police support staff personnel management from simple and extensive for the transformation of the mode of legalization and standardization.It is of great significance to the overall implementation of the strategy of governing the country according to law,to promote the scientific development of public security work,to maintain social stability and to innovate social governance.The innovation of this paper lies in the theory of incentive compatibility is more applied to the unit or enterprise,the author applies it to civil servants and police auxiliary personnel management,through the analysis of the theory on management significance,and according to the actual situation of public security work,designed and can meet the main incentive(public security organs)and incentive object(auxiliary police officers)incentive mechanism,hope that through the incentive mechanism optimization of personnel management system of police auxiliary personnel,and let the police support staff to play a greater role in public security work.
