Since the reform and opening up for thirty years,performance management has been regarded as an important method of reforming the administrative management mechanism and a scientific administrative means,which has been paid more and more attention by the market subject.As a state administrative law enforcement agency,the border inspection agency can comprehensively analyze and evaluate the development and output of resources during the entry and exit border inspection station,which objectively makes it an urgent need to build a scientific and effective performance management mechanism.With the increasing development level of the border inspection authorities,some border inspection authorities have not fully understood the performance management work in ideology,resulting in all kinds of performance management problems in an endless stream.Based on this,this article takes the Shenzhen border inspection agency as the research object,according to the performance management theory,using the method of questionnaire survey to investigate and study the performance management model of Shenzhen border inspection agency.Through the scientific analysis and Research on the current situation of the performance management of Shenzhen border inspection authorities,the main conclusions are as follows: first,it affects the performance of the performance management.The main reasons for the effective management mechanism are four aspects: the imperfect performance management index system,the confusion of performance appraisal and performance management,the lack of effective performance management communication and the insufficient application of performance evaluation results information;second,the reasons for the crux of the performance management of Shenzhen border inspection authorities are mainly high The layer managers lack four aspects: lack of accurate and comprehensive understanding of performance management,lack of positive guidance to performance management,insufficient participation of grass-roots police performance management and the lack of executive ability of middle managers.Third,according to the crux and reasons of the analysis,the author finds that this article should establish and improve performance management.The standard system,the ultimate goal of the performance management,the enhancement of performance communication and feedback,and the scientific application o f performance evaluation result in four aspects to improve the performance management level of Shenzhen border inspection authorities.Through the in-depth study of the current situation of the performance management of Shenzhen border inspection authorities,it will not only help the Shenzhen border inspection authorities to formulate new measures and methods for the performance management in the new period,but also help the border inspection authorities to establish a "people-oriented" management concept by establishing and discussing the application of the performance management model to the border inspection authorities.It provides a strong basis for ensuring the objectivity,fairness and authenticity of performance management of frontier inspection organs.Meanwhile,the research results in this paper can also provide replicable experience for brotherhood frontier inspection departments to improve performance management level.
