The Dilemma And Optimization Of Cross-regional Collaborative Governance In The Old Course Of The Yellow River

Under the multiple patterns of economic globalization,regional integration,unrestricted markets,and social information,regional management issues such as environmental protection,population resources,transportation,and regional security and stability have come one after another.These management issues cover the local political,economic,social,environmental,and spatial systems,far beyond the limits of unilateral administrative capacity.In the face of the ever-increasing environmental pollution accidents across administrative regions,traditional management methods that use administrative divisions as borders are stretched.The rational demand of local governments leads to irrational results of the deterioration of the regional environmental ecology,especially the complex public safety issues of water basins.The old course of the Yellow River in Xuzhou is a key poverty alleviation and development zone of Jiangsu Provincial Party Committee and Provincial Government.It is a “poverty belt” for the development of the northern Jiangsu region and an important “growth pole” for the future development of Xuzhou: a national-level economic development zone is distributed in the basin.A national high-tech zone and a number of provincial-level industrial parks.Therefore,how to establish a cooperative governance relationship between the old course of the Yellow River in Xuzhou in order to avoid the occurrence of the “tragedy of the commons”,and what kind of forms and measures adopted by local governments constitute an effective cross-regional collaboration model is a real problem faced by local governments.Based on the practice of the old course of the Yellow River in Xuzhou,this study refers to domestic and foreign research results and constructs an analytical framework to explain and analyze the governance problems of the old course of the Yellow River in Xuzhou.Use literature analysis,case study methods,and field research methods to examine why horizontal local governments without affiliations need to collaborate to manage the regional environment,how to avoid ineffective implementation of policies,ineffective integration,and collaborative breakdown,and how to enable horizontal local governments to talk to each other.The core issues such as mutual concessions and full cooperation were discussed.After systematically summarizing and elaborating the policy evolution mechanism of local government collaboration in the old course of the Yellow River in Xuzhou,the four dimensions: the differences in the concept of behavior between actors,the conflicts of interest among actors,the lack of collaborative governance systems,and the fragmentation of resources and power distribution.The dilemma in cross-regional water basin cooperation governance,and discussed the underlying reasons,and then put forward the overall strategy of regional government collaboration in trans-regional watershed governance.The main innovations of this paper are the following three points: On the theoretical basis,using collaborative governance theory,networked governance theory,and overall governance theory as analysis tools,the paper deeply analyzes the existing problems of the local government collaborative governance mechanism in the old course of the Yellow River in Xuzhou,and explained the causes of the existing problems;In the research content,analyzed the constituent elements of the local government collaborative governance mechanism in the old course of the Yellow River in Xuzhou,and put forward the countermeasures to improve cross-regional water basin collaborative governance;In practical strategies,through the old course of the Yellow River in Xuzhou.The research on the government's collaborative governance mechanism is an in-depth analysis of the government's behavior in basin management as the main body of the river basin management,which can explain the reasons for the difficulties of the river basin governance to a certain extent,and provide the government with solutions to such problems as cross-regional water pollution.
