The theory of modern human resources management holds that the management of human resources includes six major functions,including organization,planning,acquisition,motivation,regulation,and development.Enhancement and promotion of six functions above would help to realize organization's strategic goals,and fully display the value of human resources.The tax department,as a government administrative organization,which would learn and absorb modern human resource management theory,has important significance of promoting traditional public human resource management model characterized by “personnel management"of administrative departments in our country.Human resource management of office system in Lvliang City still follows traditional "personnel management" mode.There exists rigid system,single means of personnel organization and assessment,low degree of talents specialization,imperfect training system and low degree of information management.The reasons of these problems mainly includes four aspects,namely,the reform processing of Taxation and local taxation agencies processing mismatches;the human resources management consciousness,management level and means are relatively backward;absent of both organization culture and cohesion,and the System problem attribute itself is difficult to get rid of the.In view of the problems and the reasons,the paper puts forward eight improvement measures,and draws the following main points: The first,the improvement of human resource management needs to improve the human resources management system.The introduction of modern human resources development concept,the formation of a set of recruitment,selection,appointment,training,incentives(assessment),to career development planning,covering all aspects of human resources management system.The secont,the improvement of human resource management needs to improve the implementation of human resources management system.Make full use of electronic,information technology,information management of thehuman resources,play a leading role,establish and improve the daily inspection and supervision mechanism,to achieve the ideal goal of the scientific management of personnel.The third,is the human resources management improvement,needs to establish the effective incentive mechanism.Around the "encouragement first,strengthen competition" performance appraisal goal,constantly improve the existing performance evaluation mechanism and system,employee evaluation method standard,innovation incentive assessment measures,improve the tax system of the personnel activity.The forth,is the human resources management improvement,needs to carry out "the profession grows concerns" the system construction.Carry out the "occupation of growing concern" system construction,strengthen the ideological guidance and daily training of young cadres,the backbone of the business and leadership positions to strengthen the responsibility system,improve human resource management in the "people-oriented" basis.The perspective,content and results of research in this paper would provide a theoretical and practical guidance for the human resource management.In addition,this study is conducted to promote the reform process of human resources management in Shanxi or other provinces as a firsthand information,and theoretically and practically to conduct taxing,service,and exploring of grass-roots tax offices.
