Research On Service Capacity Of Township Cadres

At present,China is undergoing a crucial period of transition to the service-oriented government.With the promoting of deepen administrative system reform,the service capacity of the township and township governments has increasingly attracted attention from the central government to the local government.In February 2017,the Central Government issued the “Opinions on Strengthening the Service Capacity Building of Township Governments”,which sets clear goals for the capacity building of township governments and township officials.As the executors of all policies,township cadres directly contact the masses.They are the bridge and link between the masses and the government.Their words and deeds represent the image of the government in the minds of the people.To a certain extent,township cadres' service capabilities are high or low.It directly affects and even determines the service capacity of the township government.The study of the service capacity of township cadres has a great significance to the development of the local economic and societies,the construction of service-oriented government,and the study of the overall quality of grass-roots cadres.This article takes M County as an example.The main research content is the service capacity of township cadres.It mainly analyzes the service capacity of township cadres from five aspects: service awareness,service methods,service skills,service knowledge,and service effectiveness,finding problems and studying them,and making more targeted suggestions creatively.This article is divided into six parts.The first part is an introduction,mainly expounding the background and significance of this topic,domestic and foreign research status,and introducing the research methods and innovations used in this paper.The second part is mainly about the definition of related concepts such as township cadres and service capabilities,as well as the theoretical basis of new public management theory,new public service theory,and the idea of serving people.The third part is the analysis of the status quo and existing problems of service capacity of township cadres.This article takes M County as an example.Through interviews and investigations,it has been learned that the tasks of township cadres are complicated and the work pressure is high.Most township cadres can actively respond and earnestly complete all tasks assigned by their superiors,especially in the current priority work—the poverty alleviation work.Great accomplishments;At the same time,it has also been found that the service awareness of township cadres has weak service awareness,simple service methods,single service skills,lack of service knowledge,and ineffective services,which have seriously affected the image of the party and the government among the masses and hindered the township officials.Improvement of service capacity building.The fourth part provides an objective analysis of the problems existing in the service capacity of township cadres from the township cadres themselves and the current environment,and finds out the following reasons: The awareness of township cadres and their awareness of self-learning and improvement are not strong;in addition,the township environment is difficult and lacks effective Incentive measures,targeted professional training,and inadequate supervision are still to be strengthened and other factors have affected the service capabilities of township cadres.Finally,from the practical point of view,using the principles of public management and public service management theory,seven suggestions for improving the public service capacity of township cadres are proposed.The last part is the elaboration of the conclusions of this study.
