| The intergovernmental cooperation project is the main content of the ChinaSingapore cooperation,but this kind of intergovernmental cooperation project does not come overnight,there is a process of formation and development that lasted for several decades.From the founding of Singapore to Rajaratnam's visit to China,the two sides have not made any contact in the Cold War context.After Lee Kuan Yew visited China,the two countries started to contact each other.Singapore gradually removed the psychological precaution against China and China would not considered Singapore as an enemy any longer.Bilateral relations rose rapidly after Deng Xiaoping's visit to Singapore.Lee Kuan Yew frequently visited China.Former Singapore Deputy Prime Minister Goh Keng Swee served as a consultant to the Chinese government for opening to the outside world and the tourism industry.These two countries deepened their understanding of each other.Based on mutual understanding and mutual trust,the two countries have started successively the Suzhou Industrial Park,the Tianjin Eco-City and the China-Singapore(Chongqing)Demonstration Initiative on Strategic Connectivity since 1994.As a bilateral relationship between a big country and a small country,the possibility of China and Singapore to produce a series of intergovernmental cooperation projects depends on the common interests of the two countries and China's persuasion on Singapore.It is because China has always treated Singapore with pragmatic patience.It has taken care of the fragility of the small country and the sensitive psychology that has formed.As a result,the China-Singapore intergovernmental cooperation project has been successfully formed and produced many results.The analysis of the development process of China-Singapore intergovernmental cooperation projects and the causes for their formation not only provide a reference for China's contacts with other small countries,but also set an example for how big country get along with small country. |
