Research On The Problems Of South-to-North Water Diversion In Hubei Province

Administrative coordination is an important administrative means.With the increasing of public goods and public problems,administrative coordination is widely used in environmental management,public safety maintenance and major project construction.But how to ensure cross-regional cross-sectoral administrative coordination timely and effective,become an important issue of government governance.The south-to-north water diversion project is the world's largest water resource allocation project,which is a strategic livelihood project and the sustainable development of the country's economy and society.However,due to its systematic strength,wide scope,multiple involvement departments and management systems,it has caused problems such as decentralization and fragmentation.Hubei performance is particularly prominent,as some countries more profound,the influence of the south-to-north water diversion project management system as the affected zone its interest is difficult to get other provinces and cities,the immigrant task more onerous than other provinces and cities,water quality protection,so the more difficulties in the administrative coordination.Holistic governance advocates from global,through integration of information technology,resource and power break department separation,fragmented predicament,to solve the problem of hubei administrative coordination problem of the south-north water diversion work provides a new thinking dimension and path.Based on the systematic introduction of the theory of holistic governance,this article explores the applicability of holistic governance in the coordination of administration of the South-North Water Diversion in Hubei Province.The status quo of administrative coordination of South-North Water Diversion in Hubei Province is expounded,and the problems such as imperfect management system and organizational structure,poor information communication and lack of negotiation culture are found out.Based on the analysis of the problems,this article puts forward the promotion strategies: First,rationalize the management system and mechanism,optimize the management system of Danjiangkou reservoir area,integrate the functions of South-North Water Diversion Project in Hubei Province and enhance the stability of the institution;secondly,strengthen the members of the leading group of South-The communication and sharing of information among units should be strengthened so as to enhance information interaction between water suppliers and water users and enhance the simplicity and integrity of coordination.Thirdly,a dialogue culture should be established to enhance professionalism so as to enhance the trust and sense of responsibility of the executive departments.The possible innovations of this paper include: First,from the perspective of government governance,a comprehensive summary of the administrative work of Hubei South-to-North Water Diversion,and a clear analysis of the historical staging and different aspects of engineering construction and project management.Second,with the holistic theory of South-North Water Diversion administrative coordination work targeted,applicability,to a certain extent,the theory is also perfect.Thirdly,it gives the countermeasures and suggestions for the management system mechanism,the information communication and the negotiation and dialogue culture,and provides the decision-making reference for the construction of the middle line management system of the South-to-North Water Diversion.
