Research On The Reform Of Beidaihe New District In The View Of Super-ministry System

Since the reform and opening up,to further streamline institutions,optimize government functions,the State Council has undergone seven important institutional reforms.After 2008,from the central to local,all levels of government began to actively explore the reform of the system,Beidaihe New Area riding the reform of the east,in Qinhuangdao and even the first in Hebei Province opened the curtain of the reform of the majority system.This paper analyzes the status quo of the institutional reform in Beidaihe New Area,and has some reference significance for the reform of the eastern part of the provincial development zone.The paper adopts the methods of literature research,investigation research and comparative analysis,deep in the Beidaihe New District work line,visited the leading cadres at all levels,a comprehensive grasp of the first-hand information on institutional reform.Through the investigation and analysis,it is found that the reform of Beidaihe New District has obvious effect,but there are also problems such as unreasonable staffing,disaggregation of departmental functions,poor integration of departments,poor staff convergence,poor connection between upper and lower,and incomplete supporting mechanism.After comparing the experience of advanced regional development at home and abroad,the author analyzes the root of the problem in depth and thinks that the interests of the department are hindered,the lack of legal guarantee,the difficulty of supervision of power operation and the difficulty of integration of departmental culture are the biggest resistance.In view of the problems existing in the process of institutional reform in Beidaihe New District,the author puts forward five countermeasures in terms of local reality,taking into account the national,provincial and municipal policies and local development priorities: Strengthen the construction of cadres,improve the quality of personnel;Reasonable setting of institutions,highlighting the local development characteristics;Improve the coordination mechanism,strengthen the integration of departments;Optimize the function set,break the upper and lower counterpart restrictions;Improve the supporting mechanism to stimulate the work of vitality.So as to provide some reference value for further deepening the reform of Beidaihe New District through the above research.
