Research On The Policy Implementation Model Of The Livable City In Guizhou Province

With the development of city and new urbanization process in China,people's requirements for living environment are gradually improving.Livable city becomes the ultimate goal of urban development and people's requirements for living environment.The construction of the livable city is the responsibility of government.We should strengthen the concept of the livable city,to make livable city well,to accelerate livable city construction and to satisfy people's pursuit and yearning for better life.Because government is the leader and builder of the city,so the policy execution mode formed by the Guizhou province in the construction of livable city will have an important impact on the development of the city and make the livable city construction successfully.Therefore,it is an important issue to research the policy implementation model of the livable city.This paper takes Guizhou Province as the research base,mainly uses the literature analysis and case study,analyze the policy in the construction of the livable city in practice,use Smith model and policy implementation model theory,refine the implementation model of the livable city in Guizhou province,find the limitation of the model and give some suggestions to it.By analyzing the policy practice of the livable city construction in Guizhou province,it can summarized as model of promote-response,the characteristics include top-bottom model's and bottom-top model's.But this model has some limitations,such as the quality of policy,the policy actuator settings lack communication,the policy target groups have insufficient understanding of policy,the policy tools are simple and social participation is weak.All these have affect the effective implementation of the policy implementation model,which is not conducive to the realization of the beautiful goal of the livable city.In order to optimize the policy implementation model of the livable city in Guizhou province,the following measures could be taken.First,to improve thepolicy design.Second,to strength the construction of policy enforcement agencies.Third,to regulate the participation of policy objectives.Fourth,to enrich policy implementation tools.Fifth,to strength social participation.
