Research On The Capacity Building Of Social Organizations In Chongqing For Undertaking Government Purchase Of Public Services

Nowadays,society shows the diversification of interest groups.People's preferences,values,economic interests and other aspects all show diversified discreteness.As a result,people's various needs also show high heterogeneity.This diversification of social needs and interests tends to make it difficult for the government to respond promptly and properly.The traditional way of providing public goods can hardly meet the local requirements of huge numbers,kinds of conflicts and conflicts,and the government is providing quasi-public goods There are also high input,low output performance problems.Faced with this situation,the government is also seeking a positive solution.The government explores this dilemma by buying public services from social organizations.Relevant government procurement of public services to social organizations,the guiding policy documents have been introduced.In recent years,the constant development and expansion of social organizations in Chongqing has provided the government with the necessary conditions for the practice of purchasing public services by social organizations.In the resolution passed at the Third Plenary Session of the 18 th CPC Central Committee,it was clearly stated that "public services that are suitable for social organizations and solutions to problems are handed over to social organizations." Subsequently,from the national level,a series of policies were issued to support and guide the development of social organizations.In this context,the active participation of social organizations in undertaking government procurement of public services will inevitably change the supply of public services in Chongqing and create a new pattern of diversified supply entities,infusing fresh blood to Chongqing's social governance.This study first analyzes the background and objective status quo of Chongqing's social organizations undertaking government procurement of public services,analyzes the ongoing practice and finds concrete realistic basis for this study.Based on this,it starts with literature research and finds out the basis and support.This paper focuses on the capacity of social organizations in Chongqing to undertake government procurement of public services.The first chapter is the introduction,which mainly introduces the background and significance of the research,combs the research status of social organizations at home and abroad related to the capacity-building of government procurement of public services,and describes the research content and research methods of this article.The second chapter defines the related theories and concepts,defines the concept that social organizations and social organizations undertake government procurement of public services and capacity building,and introduces the theoretical basis of the study,namely,the theory of new public service,the theory of limited government,Public choice theory and core competence theory.The third chapter of this article focuses on the present situation of undertaking public service projects and their capabilities in social organizations in Chongqing,which are currently under way or under way,and clarify the necessity and feasibility of enhancing the ability of social organizations to undertake government procurement of public services.After the reason of the ability construction is clear,the fourth chapter carries on the empirical investigation on this basis,carries on the statistics and the analysis to the survey result.The fifth chapter analyzes the problems existing in the capacity building of social organizations and the causes of the problems.On this basis,we should actively explore the constructions that social organizations need to strengthen in order to better meet the government's purchase of public services so that the organizations themselves Continue to grow and develop.The sixth chapter isthe result of the research in this paper.Based on the above analysis,combining the various influencing factors and the current actual situation in Chongqing,this paper puts forward the countermeasures and suggestions on how to optimize the capacity building and cultivation of social organizations from the inside and outside of the organization and the system.
