Research On PPP Model To Promote The Development Of China's Pension Institutions

According to the statistics of the national Aging office,by the end of 2017,the population of 60 years old and above has reached 241 million people,accounting for 17.3% of the total population,which shows that China has entered an aging society in an all-round way.At present,the aging population of our country is characterized by large population base,rapid growth,aging and empty nest.At present,the development of pension institutions in China is facing problems such as the imbalance of supply and demand for the aged service resources,the poor quality of the service for the aged,the separation of pension and medical treatment,the financing difficulties of the pension institutions and so on.It has become a hot and focus problem in the society.In 2013,the State Council also made it clear that the state of the separation of medical and oldage care in China can't meet the needs of the elderly in China,and it is necessary to vigorously promote the integration of medical and old-age care.The construction of "combination of medical and health care" can alleviate the imbalance of supply and demand,poor quality of service,separation of medical care and so on.To promote and build the mode of "health care integration" for the elderly,there is a huge demand for funds.It is very difficult to rely on government subsidies to develop in the long run.To solve the financing difficulties,we can give full play to the financing function of government and social capital cooperation(PPP)mode by introducing social capital.According to the present situation of the aging of the population in China,this paper analyzes the current status and problems of the existing old-age mode and pension institutions in China,and puts forward that the future development trend of the pension institutions in China is the "combination of medical care" type pension institutions.The construction of the "health care integration" pension institution needs a large amount of capital investment,and the PPP mode can be adopted to alleviate the financing difficulties of the pension institutions.Through the analysis and summary of the experience of the development of foreign endowment,this paper demonstrates the feasibility of applying the PPP model to the construction of the "combination of medical care and nursing",and finally makes a summary and puts forward the corresponding policy suggestions for the promotion of the smooth progress of the PPP model.
