Exploration On The Reform Of Government Affairs Service In Yangchun City

With the rapid development of economy society,China's government affairs service center has also experienced a process from scratch,from pilot to full bloom.Now it has been widely accepted and recognized by the people of the whole country.At present,the reform has entered into a profundal zone,economic development has entered into a new normal,With the rapid development of Internet information technology,the construction of grass-roots government affairs center and government affairs service patterns need brave practice and exploration.Study found that theory and practice aspects of the government affairs service center construction exist some certain hysteresis,the service items and patterns of grass-roots government affairs service center in our country are different,and there is no reference and guidance for its standard construction,so the reform of the government affairs service is imminent.This paper focuses on the issue of Yangchun Government Service Center,through spot investigations on the government service center in Yangchun and Foshan.In the operation and construction processes of Yangchun Government Service Center,existing problems are found as follows,unclear administrative power and corresponding standardization deficiency,severe obstacles between departments,low transparency,and weak supervision,incomplete administration units and non-standard service items,complicated handling process and long administrative approval time,temporary staff and difficulty in management and training,non-shared information among departments and low level of informatization,inefficient administrative affairs service center operation,relevant lawslagging behindand security threats,such as system,management,and technical issues.The main causes are,lack of legal support and top-level design support,unclear position,lagging concept and difficult interests coordination among departments,behindhand systematic reforms and low degree of standardization,double management of staff and interests barriers among departments,lack of information sharing among departments and inefficient application of information technology.Regarding the issues above,we need to improve institutional environment and improve legal protection mechanisms,todeepen system reform and improve functional integration system,to strengthen service awareness and strengthen standard construction,to improve the level of information and improve the network service mechanism,to set up a government service leading group,only in this five aspects can we solve the issues.
