Study On The Improvement Of The Performance Of The Town Commission For Discipline In S County Of Fujian Province

As the most basic layer of China's political system,the degree of governance in grassroots society is determined by the governance ability of township government agencies.The policy decisions of township government agencies and their integrity are directly related to the vital interests of the masses and greatly affect the public's perception of the entire state.As the "nerve ending" of the discipline inspection and supervision system,the town commission for discipline inspection is the main force in supervising the township government agencies.Whether the work of the town commission for discipline inspection can effectively play its role,affects the support and satisfaction of the people to the government,and also affects the important factors that the government's decision-making can be effectively and smoothly implemented.Therefore,under the general environment of seeing party self-governance exercised fully and with rigor to the grassroots level,studying the effective measures for the work of the town commission for discipline inspection will help to improve the operation mode of the township power in China and some existing problems.What's more,it can also provide new ideas about policy operation and power restriction of the grassroots government in China.Firstly,this paper would review the research of the town commission for discipline inspection,and define the concept of the town commission for discipline inspection and performance,in order to have a preliminary understanding of the performance of the town commission for discipline inspection,and lay the foundation for further research.Secondly,based on the performance of the town commission for discipline inspection and its influencing factors,investigations and visits would be conducted in the county and town commission for discipline inspection in S County of Fujian Province,in order to statistically analyze their staffing,age distribution and professional knowledge.What's more,data at the level of the county and township of disciplinary committees would be collected to understand the software and hardware conditions,the working mechanism system,and the status of work development.Then,by the investigations and interviews conducted with some secretaries and staff of the town commission for discipline inspection and the masses,and the data collected in the previous period,I will analyze the performance and its influencing factors of the town commission for discipline inspection:the task is more arduous,and the relative capacity is relatively lacking;the institutional mechanism is not perfect,and effective organization and management is lacking;the working environment is more complicated,and the performance of performance is affected;the work experience is lacking,and the method are relatively simple;the dual leadership 'system is restricted,and the supervision and management is weak.The above factors have jointly affected the performance of the town commission for discipline in S County of Fujian Province.Finally,I will use the existing theories and literature materials in this paper,in order to put forward some useful suggestions at the practical level to improve the performance of the town commission for discipline:through strengthening team building,and improving discipline review capability;through improving organization and management,and improving the coordination of discipline inspection committees;through improving the ability of case response by innovative management methods;through improving the efficiency of discipline review by improving work methods;through advancing the reform of the system,and improving the level of supervision and inspection.I think that the suggestions above would contribute to the improvement of the efficiency of the town commission for discipline,and the level of supervision.
