Research On The Responsibility Of Rural Governance Subjects

Since the implementation of the rural revitalization strategic plan,the realization of effective governance of the countryside has always been a hot spot of academic attention.Rural governance,as a link between the state and the rural society,is related to the effective implementation of the country's major policies,policies,and policies in the countryside.As the most important part of rural governance,the rural governance subject can clearly define its own responsibilities,and whether it can actively cooperate in the context of responsibility and responsibility plays a vital role in the governance of the village.In this context,based on the theory of cooperative governance,this paper takes the main body of rural governance in L Town of Yunnan Province as the research object,and uses the methods of literature research,case study,system analysis and field investigation to define the main body of rural governance.Based on the analysis of the responsibilities and the relationship between the various governance entities,this paper analyzes the performance of the rural governance body of L Town and finds that the rural governance body of L Town has the common goal of realizing rural development and presents diversified characteristics.Initial cooperation has taken place among the various governance bodies.However,in the process of responsibility,the township government's function misplaced,the village two committees "one shoulder to shoulder" implementation dilemma,the village supervision committee's supervision function is not fully utilized,the rural civil organization system is imperfect,the rural elite talent is lacking,and the rural residents are insufficiently involved.The problem of the dislocation of the resident cadres in the village,the cooperative governance of the L town governance is faced with the problem that the responsibility of the governance body is unclear,the cooperation relationship has not been clarified,and the cooperative governance mechanism needs to be improved.The main body of rural governance has not yet fulfilled their respective duties and hindered the effective governance of the village.In response to these problems,it is necessary to introduce cooperative governance in order to ensure that all governance entities are effectively responsible.First,it is necessary to clarify the responsibilities of each governance subject.Secondly,it is necessary to build a cooperative relationship between multiple entities,establish a leadership coordination mechanism for grassroots party organizations,and participate in cooperation under the leadership of the core leadership of grassroots party organizations;the dominant position of township governments is reflected in the responsibility of the main body,and the establishment of township governments.The public service mechanism coordinates the relationship between the governance subjects and guides other governance entities to participate in the cooperative governance;the villagers committee,as the executive body in the rural governance,establishes a democratic management mechanism based on the full implementation of the autonomy duties,and conducts other democratic institutions.Cooperation;as the supervisory body in rural governance,the village supervision committee should establish a democratic supervision mechanism on the basis of clearly fulfilling its supervisory duties,strengthen supervision over itself and other governance subjects and village affairs;rural elites,rural civil organizations and resident cadres As an important participant in rural governance,it is necessary to perform duties under the guidance of grassroots party organizations and the township government,establish a township government's support mechanism for rural civil organizations and rural elites,and assist township governments to cooperate;as the root of rural governance Rural residents subject,we need to clarify its responsibilities under the leadership of the township government and village leaders and civil society organizations,rural elite and village-based cadres of grassroots party organizations,to actively join the cooperative governance in the past.Finally,we must improve the cooperative governance mechanism.The improvement of the cooperative governance mechanism needs to implement the legal system guarantee,build the trust mechanism,establish the performance evaluation mechanism and improve the supervision mechanism,so as to realize the cooperative governance of each governance subject,jointly manage the rural public affairs,and provide the public.Services to jointly achieve effective governance in the countryside.
