Research On The Development Strategies Of Private Vocational Colleges Under The New Law And Policy

Private higher vocational education is an integral part of higher education in China.In the process of popularization of higher education in China,private higher vocational education plays an active role in promoting.In particular,such new laws as the Law on the Promotion of Private Education,the Detailed Rules for the Implementation of the Classification Registration of Private Education,and the Rules for Implementation of the Supervision and Administration of For-profit Private Education,Opinions on Encouraging Social Forces to Set up Education and Promote the Healthy Development of Private Education,etc are amended to give prnvate higher vocational colleges and universities a huge space for development.Based on the background of the development strategy of Guangxi Vocational College of Pertorming Arts,this paper introduces the basic situation,nature,level,characteristics and professional settings,etc.Private higher vocational education is a special field,which has both the particularity of public welfare and the basic attribute of industry.Therefore,under the guidance of the theory of enterprise strategic management,taking Guangxi Vocational College of Performing Arts as the object,this paper studies the operational mode of industrialization of private higher vocational education in China,and explores the strategic theory with guiding significance and general regularity.This paper analyzes Guangxi Vocational College of Performing Arts under the new law and new policy environment,economic environment,social and cultural environment,technology development environment and so on.Using the internationally accepted SWOT analysis method,this paper analyzes the development strategy of"One Vision,Four Strategies,Nine Ways"taken byGuangxi Vocational College of Performing Arts in the competitiorn where the superiority is greater than the inferiority and the opportunity is greater than the threat."One Vision"is to build Guangxi Vocational College of Performing Arts into a private vocational college of arts with large scale,strong competition,distinctive characteristics and sustainable development."Four Strategies"are moderate scale development strategy,"Rolling"development strategy,moderate debt Competitive strategy and differentiation development strategy."Nine major ways"are to expand enrollment and improve school efficiency;Improve the level of scale management of organizational structure;Improve human resources'management capacity.The annual balance of tuition and the tertiary industry has been put into construction year by year;Improve the level of teaching quality and management;Strengthen the construction of characteristic brands and optimizing the professional structure;Strengthen foreign cooperation and exchanges.Appropriate lending to commercial banks and private financial institutions;Diversification of school development to raise funds.They are not only the main core of the development strategy of Guangxi Vocational College of Performing Arts,but also the development characteristics of private vocational colleges in China.They will provide guidance for relevant governments in making policy and decisions.
