Research On Budget Performance Management Of Basic Public Security Organs

Budget perf'ormance management is based on the financial expenditure performance evaluation pilot in China,the performance concept into the budget management process,which combined with the budget management,the new budget management mode and puts forward the.The new budget law enacted in 2014 marked the beginning of a new chapter in the budget performance management,at present,China has basically formed a "budget target,budget execution monitoring,budget evaluation results,the whole process of budget performance management system evaluation result application".Since the implementation of the new budget law.the budget performance management work of grass-roots public security organs gradually,but there still exist some problems in the concept of performance is not fully established,the performance evaluation index system is not perfect,supervision is not in place in the process of practice,thus constructing a set of scientific and perfect budget performance management system is an urgent problem to solve.The research idea of this paper is literature review,theoretical analysis,current situation research,model construction and case analysis".Based on the review of the budget performance management of public security organs based on the relevant research results,the first use of the new public management theory,principal agent theory,budget management and performance management,financial resources from the users and owners of market orientation and competition mechanism,public management based on the principal-agent relationship under the incentive and restraint,effectively solve the financial expenditure fast growth and how to improve the efficiency of financial expenditure budget problems,provides the theoretical basis for the budget performance management.Then analyzes the new budget law under the situation of budget performance management of grass-roots public security organs.according to the analysis,reporting,monitoring,performance implementation performance goals from the performance evaluation results and the results of the evaluation feedback and application four aspects to construct the grass-roots public security organs budget performance management system.Finally,taking G County Public Security Bureau as an example,the budget performance management system is used to evaluate and analyze the budget performance of G County Public Security bureau.According to the new budget law as the background,analyze the budget performance management of this special industry,the grass-roots public security organs,so as to construct the budget performance management system of science,which has certain guiding significance and practical value for future public security organs and other government departments to carry out budget performance management.
