Study On Social Support Of Rural Vulnerable Groups Since The 18th Congress Of The Communist Party Of China

The Eighteenth National Congress of the CPC has put forward a great goal of the victory in building a well-off society in 2020.Since the 18 th CPC National Congress,the Party Central Committee has accelerated the implementation of taking targeted measures in poverty alleviation and innovation-driven development strategy,and has achieved great economic and social achievements.However,under the great economic achievements,the problem of the rural vulnerable groups has become a great obstacle to realize the great goal of building a well-off society in an all-round way.It is necessary for the academic circles to conduct in-depth research on it,but there is no research achievement in new period.This paper has probes into the social support of the rural vulnerable groups since the period of the 18 th CPC National Congress.This paper is divided into four parts:The paper expounds the practical and theoretical significance of the social support for the rural vulnerable groups since the period of the eighteenth Congress of the party,and then concludes the existing research results in introduction.The first part defines the concept of rural vulnerable groups and social support,and concludes the characteristics of the rural vulnerable groups as economic poverty,low social status,low cultural quality,low political influence,physical and mental vulnerability,negative concept and lack of skills,and divides the components into the natural poor,the elderly,the disabled,the sick,the women and children,illiteracy and semi illiteracy.At the same time,the elements of social support are divided into supporting subject,object,safeguards,contents and means.The second part respectively expounds the achievements and problems of social support for rural vulnerable groups in China since the period of the 18 th CPC National Congress.First,we discuss the achievements of poverty population and quality of their lives,policy and institutional guarantees,and support from social organizations and groups.At the same time,the lack of policy social support,lack of system social support,lack of sociality social support and lack of motivation social support are listed.The last part is the focus of this paper,and gives some suggestions on four aspects of the social support of the rural vulnerable groups in China from the support principle,the government,the society and the rural vulnerable groups.It is suggested that the social support to the rural disadvantaged groups should adhere to the principle of people-centered,seeking truth from facts,innovation,pluralism and precision.We should build a polybasic social support subject with government as the dominant and other social forces as complementary,and then innovate and enrich the model of social support to improve the social security system and to cultivate the pluralistic society for the self support of the disadvantaged groups.We should work together to do a good job for the rural vulnerable groups.
