Study On Grass-roots Government Behavior In Rural Electronic Public Service Development In Yongchun County

The 19th major reports of the CPC listed the strategy of revitalizing rural areas as one of the "seven major strategies" for the future development of the party and the country.In 2018,the ministry of agriculture issued opinions on the implementation of the rural revitalization strategy,emphasizing the acceleration of rural informatization.The development of rural electronic public services is conducive to meeting the daily life and production public service needs of rural residents,improving rural people's livelihood and narrowing the gap between urban and rural public service levels,becoming an important part of rural informatization construction in the new era.County and township governments are the most basic administrative organs in the planning and implementation of rural electronic public services,which not only play a fundamental role in the rural economic and social construction,but also play a key role in the development of rural electronic public services.This paper applies the new public management theory to study and analyze the grass-roots government behavior in the development of rural electronic public service from four aspects of government decision-making,supply,financing and supervision.Literature review,field investigation,field investigation and comprehensive analysis were used.Through the comprehensive collection and in-depth study of domestic and foreign literature on the development of rural electronic public services,including network data,newspapers,periodicals,academic papers,academic reports and recall articles,etc.,the summary and summary is made.Based on the latest research trends and research results in the academia,and combined with the practical findings of existing problems and deficiencies,the research objective of this paper is formed,providing direction for research ideas.By means of purposeful and systematic field investigation,field investigation and document review,the practical application of rural electronic public services and problems existing in grass-roots government behaviors in the development process are preliminarily mastered.Based on the present situation of rural electronic public service supply in Yongchun county and the new public management theory,this paper analyzes the deficiencies and causes of grass-roots government behavior.This paper puts forward some effective Suggestions and countermeasures for the development of e-public service by grass-roots government,and provides reference for the realization of e-public service by grass-roots government.
