Problems And Countermeasures Of Hainan Provincial Government's Purchase Of Public Services

Under the market economy system,the main task of government reform has been to promote the transformation of government functions,to promote the innovation of social management mode and to improve the governance efficiency of the government.One of the main functions of government is to provide public services.It has become an important mode of supply innovation in the field of public service to realize the purchase of public services from social forces by appropriating financial funds.This model not only effectively improves the efficiency of government work,but also meets the optimization demand of the efficiency of using financial funds.At the same time,it also brings rich social forces and enhances the flexibility of government management.This article will focus from the local government to buy social forces service as the research object,in hainan province as an example,the use of policy analysis,comparative analysis and case analysis method are studied,such as the problem of the local government purchase of public services is discussed and the countermeasures,in order to hainan government purchase of public services,to the social forces and deal with the relationship between the government and the government purchase system optimization,etc,to provide valuable reference.This paper is divided into five parts:firstly,this paper introduces the background of topic selection and research significance.On the basis of reviewing the current situation at home and abroad,it puts forward the research idea and framework of this paper.Next,it analyzes the theoretical basis of government's purchase of public services and the significance of government's purchase of social power services.Then it introduces the current situation and existing problems of purchasing public services in hainan province,and emphatically analyzes the causes of the problems.Next,taking Shanghai and guangzhou as examples,this paper introduces some attempts and inspirations brought by advanced cities in government purchasing public services.Finally targeted to hainan government purchase of public services to provide corresponding measures and countermeasures.
