Research On Rural Social Governance In Beijing Suburbs From The Perspective Of Collaborative

Rural social governance is the foundation of the entire governance system and plays an important supporting role in the modernization of state governance.With the continuous deepening of China's political and economic system reform,the social structure,values,and social interests of the vast rural areas have undergone tremendous changes,and new demands have been placed on rural social governance.Based on the above changes in the social situation,the party and the government's way of governing society is constantly advancing with the times.The 19th National Congress of the Communist Party of China proposed to build a social governance pattern of building,co-governing and sharing.The theory of collaborative governance,in order to meet the needs of governance,improve governance efficiency,optimize governance effects,etc.,meets the needs of rural social governance development and becomes the future development direction of rural social governance.This paper studies the collaborative governance from the theoretical level and the practice level.Taking the rural areas of Beijing as an example,this paper analyzes the problems of rural governance in Beijing from the perspective of collaborative governance theory,and clarifies the convergence between rural governance and collaborative governance theory.On the basis of the feasibility of the coordinated social governance of rural society in Beijing,on the basis of this,it puts forward opinions and suggestions on how to realize the "collaborative and common governance" of the multi-subj ects of rural governance under the existing "village governance" model.At this stage,Beijing's rural social governance is moving towards the development of institutionalized rule of law.On this basis,rural social and economic development has been gratifying and the ecological environment has been improved.However,there are still problems such as the backwardness of the concept of rural social governance,the unclear division of labor,and the low governance capacity.Collaborative governance has the natural advantages of equal participation,decentralization,benefit sharing,and shared responsibility.It can improve the enthusiasm of governance,optimize resource allocation,improve governance efficiency,meet the diversification of governance needs,decentralize power,avoid power corruption,and effectively To solve the problems in the social governance of rural areas in Beijing.This paper finds that the construction of the social collaborative governance model in rural areas in Beijing needs to start from the cultivation of the values of trust and cooperation among the subjects,reshape the role of the rural governance subj ect,and establish a synergistic interaction mechanism between the multiple subjects to build a rural social synergy.Governance model to achieve good governance of rural society;at the same time,the relevant legal system is not perfect,the rural population is hollowed out,the allocation of rural governance resources is unbalanced,and the institutional mechanisms of social coordinated governance are not perfect.These problems need to be solved,providing a solution for the coordinated management of rural society.Good social environment and institutional guarantees.
