Research On The Problems Of The Urban Community Social Organizations Participating In Community Governance

In the new era,improving the ability and level of social governance has become an important issue of the social development.As a miniaturized society,the urban community is the basic platform for strengthening and innovating the social governance.As the third governance mechanism between the government governance based on the power relationship at the grass-roots level and the market governance based on the transaction relationship,community social organizations have different advantages from government governance and market governance.They can play a synergistic role with the government and the market,eliminate the disadvantages of limited rationality and opportunism,and promote the realization of community cooperative governance.Based on the new public management theory,governance theory and social capital theory as the precondition,mode and guarantee of community social organizations'participation in community governance,this paper chooses two dimensions of"administrative force"and"social force",and divides the environment of community social organizations'participation in governance into"interaction between government and society"and"administrative dominance"Combining with the practice of community social organizations participating in governance in Hangzhou,Jinan and Qingdao,this paper affiirms the function of community social organizations participating in governance,summarizes four ways of participation and the influencing factors of two kinds of community social organizations participating in governance effectively,the authorization of administrative forces and social capital of social forcesOn the basis of case analysis,the predicament of restricting community social organizations to participate in community governance is summarized as follows:(1)the strong intervention of administrative forces is manifested by the lack of awareness of political and cooperative cooperation among local governments,the high legal threshold of community social organizations,and the insufficiency of external supervision system;(2)the weak social forces are manifested by the insufficient participation of residents and the insufficient construction of community social capacity.Finally,this paper puts forward some targeted solutions:(1)administrative power empowers community social organizations to participate in community governance,including strengthening the awareness of political and social cooperation,deepening the reform of social organization registration management system,and improving the external supervision system;(2)improving the construction of social power,including stimulating residents'awareness of participation,enhancing the capacity-building of community social organizations,and exploring more diversified financing channels.
