Research On The Isomorphic Responsibility Between The Party And Government Since The Reform And Opening-up

Political parties are an important part of the modern political system.Citizens express their interests through political parties,and political parties execute state power on behalf of their social classes and groups.As a management institution that accepts the transfer of civil rights and differentiates from society.government is another important subject of modern politics assuming the functions of carrying out national activities for internal and external activities and maintaining the basic order of social operation,Therefore.political parties and governments are important targets that cannot be ignored when studying the political system of modern countries.Because of the affect by national conditions,polity.history and other factors,political parties and governments in different countries are connected in different forms,acting on national life and exerting different effects on social development.At the center of the leadership in society and having a strict organization make the Communist Party of China(CPC)always has close ties with the goverinment in terms of responsibilities.which is different from the occident.These two points laid an important position in the study of the partyy-government relation issues in China.Since 1978.a part of organizations of CPC and China's government have presented their isomorphism in terms of functions,responsibilities,and organizational settings,providing a new perspective for us to study the issue of China's party and government.By exploring the internal dimensions and foundations of the isomorphic responsibility between the party and government.and the current problems in the structure and methods of party and government in improving party leadership and government functions,we can further understand and optimize China's party-government relationship,and achieve the leadership of the party and the function of the government better.Therefore.this research is valuable in both theory and implementation.The production mechanism and structural composition of the responsibilities of the party and government agencies require that its existence must be based on grasping two dimensions:the party's leadership and the government's functions.The party's leadership dimension is the essential requirement of the nature of the socialist state of the people's democratic dictatorship in China.and it is also the realistic requirement of China's party-led state construction and the construction's practice logic:the government's function dimension is determined by the government's publicity.The similar organizational structure,the connection of decision-making and executive power in the administrative process,and the mission and functionality nature for the country and society of the party and government organizations makes the party and government institutions naturally for the integration of the party's leadership and government functions in the process of isomorphic responsibility.This kind of structure can ideally realize the "positive significance" isomorphic responsibility between the party and government:not only can maintain the core position of the party's leadership but fully exert its "government functions.It should also be noted,however,due to the unreasonable setting of party and government organizations,the unclear division of responsibilities between the party and government,and the imperfect supervision mechanism,there are several problems such as once weakened party's leadership,restricted government functions and disordered responsibility relationship between the party and government organizations.In this regard.targeted reforms can be carried out from the aspects of optimizing institutional setup,improving division of responsibilities,and improving supervision and accountability,so that the isomorphic responsibility between the party and government can implement the party's leadership and government functions in a way which is more adapted the modernization of the national governance system and capacity.
