With the continuous reform of the supply side of public services,the construction of China's public service system has been constantly improved.The supply of public services has gradually changed from monolithic supply to pluralistic supply.However,along with the trend of the public's increasingly high-end,differentiated and diversified public service needs,government departments still need to further promote the reform and innovation of public services.As an important participating force in the construction of social co-governance and shared governance pattern,the mass organization are highly expected by the party and the government departments in the provision of public services,and become an important breakthrough point to integrate and leverage social service forces.The Chongqing mass organization under the guidance of the party and government departments launched the public service supply reform and innovation.The Chongqing mass organization have effectively organized and integrated diverse forces of participation,realized joint construction and sharing of resources,established effective synergy to give full play to the overall force,and further improved the quality and level of public service supply.Based on the theory of collaborative innovation in public sector,this paper takes the Chongqing mass organization service center as the analysis object.Through the case study,describe the current situation of the collaborative innovation in supply of public service of the Chongqing mass organizations.Based on this,a comparative analysis of central aggregation mode and central diffusion mode.Analyze the structure of collaborative innovation,evaluate the overall effect of collaborative innovation,and then extract existing problems and give corresponding countermeasures and suggestions.The article is divided into six parts.The first part is an introduction.It mainly expounds the research background,research significance,core concepts,literature review,research framework and research methods,observation object,as well as the research focus,difficulties and possible innovations.The second part is the structure of the mass organization to collaborative innovation in supply of public service.This part discusses the main components and structural characteristics of collaborative innovation.And further analyzes the two modes of operation of the Chongqing mass organizations in the process of collaborative innovation in supply of public service.The third part is the process of the mass organization to collaborative innovation in supply of public service.This process is divided into initial start-up,implementation,and maintenance.Analyze the two innovative models adopted by the Chongqing mass organization relying on the Chongqing mass organization service center.On this basis,the paper explore a series of collaborative innovations taken by the party,government departments,mass organization and social organization to promote innovation in the supply of public services.The fourth part is the effect of the mass organization to collaborative innovation in supply of public service.This part firstly describes the collaborative innovation activities of the Chongqing mass organization on the platform of the mass organization service center.On this basis,the two models are evaluated in turn,and then the problems existing in the supply of collaborative innovation in public services are analyzed.The fifth part is the countermeasures.Corresponding improvement measures were proposed for the shortcomings of the mass organization in the process of collaborative innovation in supply of public service.The sixth part is the conclusion.Summarize the research situation of the article and explain the limitations of the research.
