Research On Government Behavior Of Heilongjiang Province In Developing Green Economy

To transform the development mode of green economy,we need to break through the constraints on resources and the envioronment and achieve the dual development direction of a beautiful environment and economic growth,so as to realize the concept of grecn,innovative,open,coordinated and Shared development.Heilongjiang province needs to strengthen technological innovation and idea innovation in order to change its econimic development mode,and green economy as a new development mode will be a good choice.However,in the early stage of green economy development,there is still a long way to go.In this process,the government needs to establish a sound public policy system and play a leading role,so as to ensure the sustainable and healthy development of green economy.In order to develop green economy,we should improve relevant laws and strengthen government regulation,fulfillgovernment service function,and establish effective supervision mechanism of responsible behavior,so as to effectively promote the development of green economy in heilongjiang province.Heilongjiang province is rich in natural resources.Its geographical location is in the northeast of China,and it has the largest number of resource-oriented cities at the prefecture-level.Qitaihe cityjixi city and shuangyashan city,known for their coal,are all major cities in heilongjiang province.Shuangyashan city,one of China ten largest coal mines,has the largest coal storage in the province.In addition,heilongjiang province also has the lesser hinggan mountains,the hometown of red pine,and the greater hinggan mountains,a state-owned forest region,among which the greater hinggan mountains is the largest state-owned forest region in China.Although heilongjiang province occupies the geographical location,rich in natural resources,but some of the resource-based city has begun to decline,the heilongjiang province to develop green economy,requires the government to play a leading and guiding function,coordinate resources development,the relationship between economic development and environmental protection,and the government will guide enterprises through the transformation of the mode of development,in turn,improve the market competitiveness of products and industries.Correlation theory in this paper,by analyzing the government behavior and the green economy related theory,using the comparative research and empirical analysis,investigation,analysis and qualitative analysis in the process of development green economy in heilongjiang province,the problems were analyzed,and find out its green economy in the development process,there is a financial institutional constraints to soften,government behavior boundaries breakthrough power scales and internal governance mechanism is not sound realistic problems,through the government behavior of domestic and international development of green economy.Some suggestions are put forward,such as perfecting relevant laws and strengthening government regulation,fulfilling government service function of developing green economy,and establishing responsibility behavior supervision mechanism of effectively developing green economy,so as to provide beneficial countermeasures for the development of green economy in heilongjiang province.
