The unemployment insurance system in Shanghai has undergone many years of development and changes.In recent years,with the promulgation of laws such as the Social Insurance Law and the Employment Promotion Law,some of the original systems have changed,and new policies have been introduced to enable people to enjoy the treatment.Towards diversification,the establishment of various policies is not in place at the same time,and needs to be coordinated with each other.The people need to adapt to the convergence of the old and new policies,which puts more emphasis on the unemployment insurance work of the human resources and social security departments in Shanghai.The high requirements,as well as the unemployment insurance letter and visit work of the Shanghai Human Resources and Social Security Department are also facing a new situation.The proportion of letters and visits in the types of unemployment insurance petitions in the human resources and social security departments of Shanghai has increased,and the letters and visits have introduced new policies.The increase in the degree of relevance,the high proportion of complaints and dissatisfaction of the letters and visits to the handling agencies and staff,and the frequent handling of petitions and requests for cases are frequent,and repeated petitions and entanglements have occurred frequently.At present,the unemployment insurance letters and visits of the human resources and social security departments in Shanghai have not reached the “Hongfeng” in quantity,nor have they caused large-scale mass incidents,but they are also enough to attract our attention.Problems in the work of petitions for unemployment insurance in the human resources and social security departments.The author starts from the actual work of the unemployment insurance letters and visits of the human resources and social security departments of Shanghai,and goes deep into the relevant data and cases of the work of the unemployment insurance letters and visits of the human resources and social security departments of Shanghai from 2007 to 2017,and found the human resources of Shanghai.The work of the unemployment insurance letters and visits of the social security department is not efficient,and it is difficult to find out the opinions and suggestions on the policies received in the letters and visits,and the mistakes of the handling agencies and staff members who complain to the petitioners are not easy to identify and “maintain stability”.The tendency is often to ask the petition to deal with the dilemma and the lack of positive measures for the termination of repeated letters and visits.Through the in-depth analysis of some typical cases and relevant normative documents,we find that the existence of these problems includes not only the inaccurate positioning of unemployment insurance letters and visits,the unscientific work mechanism of unemployment insurance letters and visits,and the imperfect unemployment insurance policy.The difficulty is increasing,the management of unemployment insurance is insufficient,and the government departments themselves are insufficient to deal with the problems of unemployment insurance letters and visits.The arrival of the information age has facilitated the letters and visits.The cultural level and social atmosphere have made people unrealistic about letters and visits.Dependence and other external causes arising from social development processes.In response to the above situation,the author proposes measures to improve the work of letters and complaints on unemployment insurance in the human resources and social security departments of Shanghai,including clarifying the positioning of unemployment insurance letters and visits,improving the work mechanism of unemployment insurance letters and visits,and strengthening the unemployment insurance letters and visits to the masses.The positive role of the development of the unemployment insurance system,strengthening the management of unemployment insurance,preventing and resolving the contradiction between letters and visits,and actively guiding the people in the petition to change the concept of relying too much on letters and visits.
