In recent years,with the practice of purchasing services by local governments,compared with the first purchase service in the 1990 s,there has been considerable development.Marketization is the starting point and the foothold of purchasing services.A good competitive mechanism is the basis for prospering the service supply market,and it is also an important guarantee for the government to purchase services.This paper analyzes the characteristics of different service types in two cases in combination with the empirical case of Chinese government purchasing services.It is proposed that there are disputes over the scope of purchase services,and different purchase methods bring different intensity competition;the problem of imperfect competition mechanism of the subject in the market;the purchase subject do less things for the competition market;the lack of participation of the evaluation subject and the beneficiary.Purchasing a service is not about competing for competition,and buying a project must match the way it is purchased to get a higher one.Different ways of purchasing services indicate that there is a strong or weak competition.It is the purchase of service items that affects the purchase method,and then determines the strength of competition,improve the catalogue of purchase services,specify the specific purchase method in the catalogue,and use the catalogue as a guide to purchase actions.In actual operation,in order to have a competitive situation in purchasing services,a certain number of providing entities are required to support market supply.In reality,the competition mechanism is not perfect.As an ideal supply subject,social organizations face difficulties in market access,mainly in the face of monopolization of public institutions.In the historical period,public institutions have made important contributions to the supply of public services,but with the development,their own drawbacks have become increasingly prominent.Social organizations have been lagging behind.The reasons are both legal and regulatory,as well as their own capabilities.To solve problems,comprehensive improvement is needed.In addition,companies and individuals can participate in service delivery when conditions permit.In the government purchase service,the main role of the purchase is held by the government.It is the most powerful party among the four subjects.Its purchase preference causes the monopoly position of the government-organized organization such as the institution,which is essentially an administrative monopoly.To be regulated.In addition,it is necessary to set up a bidding procedure for purchasing services,clarify the responsibilities of the functional departments,treat the accepting entities equally,and adhere to the principle of competitive neutrality throughout the purchase process.The two main subjects,the beneficiary subject and the evaluation subject,have not played their due role.From the initial establishment of the project to the bidding subject,both can intervene to a certain extent and indirectly maintain the competition mechanism.The complexity of the government's purchase of services determines the difficulty of improving the competition mechanism.Only when it is systematically promoted can the purchase service reflect its own value.
