The Path Analysis On Transformation Of Government-run Charity Organization Powered By Professional Social Work

With the support and management of the government,government-run charity organization focuses on poverty alleviation,improving people's livelihood and promoting social development,which is an important means of social security and social assistance in China.Under the requirements of modern philanthropy,the traditional mode of charity assistance and fund-raising channels can no longer adapt to the development of charity organizations at the present stage.Therefore,governmentrun charity organizations are also actively seeking transformation in all aspects to enhance its competitiveness and vitality.Government-run charity organizations have affluent government resources and administrative convenience,while social organizations have professional methods and skills.Based on the resource dependence theory,the two sides need to make up for its shortcomings by relying on the external resources which ultimately originate from other organizations to achieve rapid development.The resource advantage of the government is exactly what social organizations need,while the professionalism of social organizations is also what government-run charity organizations require.The complementarity and cooperation between the two sides also promote the transformation of government-run charity organizations into supportive social organizations.This paper takes Charity Federation in J Province as an example,takes its historical development as the background,and takes the organizational transformation as breakthrough point to analyze the transformation path of government-run charity organizations powered by professional social work.From the historical comparative perspective,this paper analyzes the practical forms of the transformation of J Province Charity Federation.Using historical comparative perspective to analyze how J province charity federation transforms in fundraising channels,the assistance method,the role positioning and public image,exploring the path analysis of professional social work in the form of professional support,partnership and program incubation to facilitate the transformation of government-run charity organizations into supportive social organizations.In fund-raising channel,voluntary donation replaces the compulsory donation under the traditional authoritarianism.The assistant method shows a sign of multiple stimulation,which developed a combination of nurturing and educating.In terms of role positioning,the professional force of social work should be used to promote the transformation of government-run charity organizations into supportive social organizations.Professional social work not only provides intellectual support for the transformation of government-run charity organizations in terms of professional theory and technique,also improves the quality of charity programs as a partner,practicing social functions of prevention and development to charity programs.In the meantime,professional social work contributes to the incubation of charity programs,which is conducive to the standardization and normalized operation of charity programs,so the mode of the mature charity program can be widely promoted and extended in social organizations.With the help of professional social work,government-run charity organizations transform into “supportive social organizations” to help and nurture social organizations so as to promote their prosperity and development.Therefore,it is a necessary means and a new attempt to construct an ideal interactive model between social work and government-run charity organizations.
