Study On The Collaborative Governanceon Model Of Multiple Subjects On Internet Public Opinion Emergency

China is now in the transitional period,and frequent emergency network public opinion has intensified its different kinds of social contradictions.With the wide popularity of the Internet and the media applications,emergency network public opinion,accompanied by new features,tends to be normalized,which makes the governance more difficult.And it has many inefficient effects and negative impacts to guide as well as to govern the emergency network public opinion by the government itself,so the construction of collaborative governance model of multiple subjects on emergency network public opinion is necessary.It conforms to China's overall national security concept,has certain theoretical value to the establishment of a comprehensive network management system,and is of great practical significance to the building of a clear network environment.With the literature research method,the paper refers to the researches on governance of emergency network public opinion at home and abroad,and finds it feasible and necessary to build the collaborative governance model of multiple subjects on emergency network public opinion.First of all,based on the theory of life cycle,the paper divides the life cycle of network public opinion into 4 stages----formation,diffusion,explosion,and termination.And it studies the evolution regularity of the different developmental stages of the network public opinion which is under the environment of big data and new media,as well as grasps the internal logic of network public opinion development,laying the theoretical foundation for analyzing the governance method of network public opinion.Secondly,combining with the Stakeholder Theory,the paper analyzes the influential factors of each subject on transmission evolution of emergency network public opinion and the interactive relations among the multiple subjects,exploring the collaborative governance motive power of multiple subjects.On the basis of the analysis and exploration,supported by the collaborative governance theory,according to different development stages of network public opinion,the paper aims to build a complementary and cooperative collaborative governance model of multiple subjects which include the government,media,Internet users and opinion leaders.Finally,using the empirical approach,the paper analyzes the existing problems in the governance process of emergency networkpublic opinion cases,putting forward the collaborative governance methods in dealing with the cases,which provides a certain reference value for the governance method of emergency network public opinion in our country.
