In the context of the rapid development of Internet information technology,to achieve electronic public service is imperative,and the public service department has made relevant efforts.But how to provide high quality electronic public service more effectively is a new research topic.At present,scholars have applied the idea of "supply chain management" to the electronic public service,with a view to provide higher quality public services for people more quickly and effectively.Through the analysis and summarization of the existing research,it is found that the scholars have deep research on the performance of e-government and service supply chain.In contrast,the research on how to evaluate the performance of electronic public service supply chain is not yet mature.Therefore,this paper introduces the domestic and foreign researches on the electronic public services,supply chain management and other theoretical results and e-government performance indicators of the status quo,and then summarizes the index system composed by the system construction,infrastructure construction,internal optimization,external performance output,including a total of 34 specific indicators.In the empirical analysis,according to the index system,the corresponding structural equation model is built.On the basis of analyzing the performance index system of the electronic public service supply chain,the research variables are selected,the scale is determined,and the questionnaire is designed.Through several kinds of research,the research situation and the sample characteristics are briefly described.On this basis,the descriptive statistical analysis,reliability analysis and validity analysis are carried out by using the statistical software SPSS 19.0.According to the reliability analysis,the scale system and the research data meet the reliability requirements.However,in the validity analysis,it is found that there is an indicator that does not meet the requirement of validity index.In order to meet the requirements of the structural equation model analysis,this article removes those indicators that do not meet the requirement of validity index and employs statistical software AMOS21.0 to analyze the sample data using structural equation model.After the confirmatory factor analysis completed by the use of structural equation model,it is found that the fit effect of the index system this paper has built is ideal,which can finally determine the performance index system of the electronic public service supply chain.At the same time,the weight of the indicators can be determined according to the path coefficient given by the analysis of the structural equation model.The final index system is still composed by four aspects,including system construction,infrastructure construction,internal promotion optimization and external performance output.the system construction layer does not have secondary class indicators and it is composed by 6 third class indicators;the infrastructure construction layer includes 2 secondary indicators,funds investment and network performance,and 8 third class indicators;internal upgrade optimization layer includes 2 secondary class indicators,human resources development and internal process optimization,and 12 third class indicators;external performance output level is composed by 2 secondary class indicators,site information services and user participation,and 8 third class indicators.On the basis of qualitative and quantitative analysis,the final performance index system of electronic public service supply chain is formed,which is helpful to further promote the electronic service of our country.It can also provide theoretical basis for evaluating the performance of electronic public service,and can provide direction,ideas and suggestions for the development of public service to keep pace with the times.
