Research On Precision Social Assistance In Town W,City Z,Fujian Province

Poverty is a problem that all countries in the world are facing,and it also restricts China's economic and social development.The CPC and Chinese government attach great importance to solving poverty.Since the implementation of targeted poverty alleviation policy,many poor people have gotten rid of poverty.Social assistance includes "blood transfusion" and "hematopoiety"poverty alleviation,which not only meets the need of poor people's basic living,but also maintains social stability and security,and plays an important role in targeted poverty alleviation.However,there are still many problems about social assistance in the practice of reality.Based on the data collected from Town W,City Z,this paper analyzes existing problems and causes of social assistance through data analysis and summarizing the interviews.It is found that the problems include inaccurate recognition of assisted objects,incomplete implementation of assistance policy,unscientific management of production assistance,imperfect assessment of production assistance and so on.Exploring the major causes,the author finds that the causes are four-folded.First of all,the farmers are lack of full understanding of the policy and relevant working skills,holding negative attitude towards the policy and not having voices.Second,there are also some problems existing in the village-level organizations,such as the malfunction of the village party branch and the village committee,the lack of labour force,complicated lineage relations,and the lack of relevant regulation system.As for the local government,there are also existing problems,which are the lack of workforce,weak social alleviation ideas,low cooperation efficiency,and the suffer of high pressure.Besides,there are also problems existing in the in-service village helpers in that it is difficult for them to blend in with the villagers and their work is being formalized and not working.Therefore,we should solve the above problems through the reinforcement of object relief recognition,more accurate targeted alleviation assistance,and optimizing management and standards of performance.
