Research On The Role Transformation Of Local Government In Targeted Poverty Alleviation

Poverty alleviation has entered the home stretch.Whether the poor counties and the poverty stricken population can be lifted out of poverty by 2020 is the key to the realization of the first century goal which is to build moderately prosperous society.The government of poor counties is the last section of administrative contract-awarding chain which is the system of the central government-the province-the city-the county,is the contractor and actual executor of poverty alleviation,has the advantages of local information and resources,and deeply impact the process of poverty alleviation.This article takes Zhou Li-an's administrative subcontract system as the theoretical reference,combines the specific circumstances in poverty alleviation of the poor county government and analyzes the role of the poor county government in poverty alleviation and the practical logic of poverty alleviation and the impact on poverty alleviation,find that although the subcontract government can make full use of the advantage of territorial information of poor county government,its own flaws are also constantly highlighted.such as the accumulated poverty alleviation task,fuzzy division of power,unreasonable evaluation standard,which have made the poverty alleviation work in poor counties deviate from targeted requirements consciously or unconsciously.The role of local governments in poverty alleviation is absent,misplacedand and ultra vires to different degrees,which has become a major problem for poverty alleviation.Therefore,track back to the "subcontracting government",explore the cause of the administrative subcontract in poverty alleviation work from the perspective of history and reality,analyze its existing conditions as a basis for the transformation of the role of government,propose"planning government" as the goal of this role transformation,finally,adjust the power distribution model of "subcontracting government",combine horizontal competition with vertical outsourcing,and improve the evaluation system of poverty alleviation to provide a reference for the realization of "planning government".
