Research On The Reform Of "Super-Ministry System" And "Integrated Police Types" In Public Security Bureau

With the continuous development of China's economy and society,various new social conflicts have become increasingly prominent,criminal forms have been constantly changing and upgrading,and the law enforcement tasks of the public security departments have become increasingly difficult.Facing the new situation,new tasks and new requirements,the reform of public security departments has become a new trend.Based on the experience of historical reform,the reform is now generally carried out through pilot projects,summarizing the experience of reform and gradually expanding the scope of reform.As early as around 2015,the ministry of public security organized provinces and cities across the country to carry out the pilot reform of super-ministry system and integrated police types.The public security department of Zhejiang province has selected Nanhu and Pujiang branches for the pilot reform of super-ministry system and integrated police types since 2015.At the national meeting of public security bureau directors organized by the ministry of public security in 2016,the ministry of public security proposed guidelines for the continuous implementation of the reform of super-ministry system and integrated police types.The Zhejiang provincial public security department pointed out the strategic goal of Zhejiang provincial public security system to carry out the reform of super-ministry system and integrated police types in 2016,and Y county public security bureau actively implemented the reform of super-ministry system and integrated police types according to the instructions of the superior.In this paper,by utilizing policy assessment methods,Y county public security bureau was used as a case study to explore the effectiveness and shortcomings of the reform of super-ministry system and integrated police types.Furthermore,based on the practical situation of Y County ' s reform,this paper proposed several policy recommendations by public management theory.They are updating information network management,paying attention to the cultivation of professional talents,constructing the relevant supporting system,and completing social propaganda work.
