Exploring The Participation Of Residents In China's Characteristic Towns From The Perspective Of Participatory Governance

Most of the characteristic towns in China come from the integrated development of rural areas,mainly focusing on emerging industries and integrating the functions of industry,culture,tourism and community.At present,the governance of the characteristic towns is mainly dominated by government in China.Participatory governance aims to involve citizens,individuals or groups,governments and voluntary organizations that have an interest in the formulation of government policies in the process of public decision-making and implementation.Participation is one of its main characteristics,and resident as the main participants play an important role in the governance of characteristic towns.However,through investigation,it is found that there are many problems in the participation of resident in featured towns.Therefore,this paper try to further explore and improve the enthusiasm of resident in featured towns from the perspective of participatory governance.The characteristic small town has the promotion function to the rural development,and it has particularities than ordinary towns.It demands innovation in development pattern.We elaborate the reasons for taking the participation governance as the angle of view to resident-participation question in our characteristic small towns,which can provide theoretical support for the construction of small towns,enhance the enthusiasm of resident in public decision-making,and improve the relationship between resident and the local governments.The foreign research on participatory governance mainly involves classification and basic principles,analysis of the participants and their practices,etc.Domestic participatory governance mainly involves connotation,characteristics,realized conditions and implementation,etc.But research on characteristic towns in China focuses on the development of tourism and industry,and future direction of the accurate governance mode.The paper of the first part mainly investigates participatory related theory,the characteristics of small town development of our country and characteristics of participatory governance of characteristic town power,participatory governance refers to the stakeholders to participate in public decision-making process,it is used to make public decision-making more deliberate way of democracy,transparent and scientific process,is also a way of deepening democracy theory and practice.Its basically have the characteristic of participatory,empower,government,talk things over dialogue.In 2014,characteristic towns were first proposed in zhejiang.The characteristic towns of our country have the characteristics of "special" but "small","town" is not an organizational town and the subject of governance is pluralistic,power and resources are scattered.The theory of participatory governance improves the enthusiasm of resident to participate in public decision-making,improves the relationship between the government and resident,and innovates the governance model.The paper of the second part mainly elucidates our investigation and analysis on the current status of the invlovement of resident in town governance in the characteristic town maned ‘Z' from participatory governance perspective.We first elaborates the basic situation of Z characteristic town,secondly investigates the credibility,satisfaction,public responsibility,the degree of active participation and decision-making ability of local resident by questionnaire.The analysis found that resident met some difficulties in partivipation,mainly include: universal trust is not enough,the resident lack confidence in others;they are less active in expressing their opinions in public affairs and less responsible for public affairs.Instead,they only care about things related to their individual interests.The resident' participation ability and decision-making ability are weak,and their education level is limited.The relationship between resident and the government needs to be further improved.The reasons are weak social capital,lack of social trust and political trust,lack of civil society elements.The transformation of the relationship between government and citizens is not timely and in place;the imbalance of benefit and expenditure in participation.The paper of the third part is according to the aforementioned dilemma of resident' participation,the author proposes ways to improve resident' participation whcih include enhancing social capital,increasing resident' social trust and political trust,improving the social trust between resident and the relationship between resident and the government.To cultivate civil society and improve social culture,resident' quality and public spirit,methods should mainly focus on transfroming resident' concept,stimulating public spirit,strengthening resident' education,improving resident' political quality and social culture.Balancing income and expenses,solving interest conflict and ensuring government performance,fostering rational resident,coordinating interest relation are also important to reslove current questions.Finally,efffors should be made to strengthen the institutional environment and realize the "localization" of the theoretical system,mainly establishing the "localization" of the institutional environment,including the localization provisions and operation mechanism,as well as constructing the "localization" participatory governance model.
