Basic rural public services are an irreplaceable foundation for the development of rural economy and improvement of peasant life.They are highly basic and strategic.From the 17 th National Congress to the 19 th National Congress,the CPC Central Committee has continuously emphasized the equalization of basic public services.However,with a large amount of financial funds invested in rural basic public services across the country,the regional differences in investment have become increasingly prominent,which may lead to a growing gap between the rich and the poor,causing social conflicts.Therefore,narrowing the regional differences in rural basic public services has become an issue that the government urgently needs to pay attention to and solve.Only by fully understanding the current status of the differences and the spatial causes of the differences,and then further analyzing the deeper reasons,can equalization of public services and promote the coordinated development of the region.In view of this,this paper divides 30 provincial administrative units into three regions of East,Central and West.Based on the Theil index method and the weighted average method,from three aspects of rural compulsory education,social security and infrastructure,this paper makes a sub-item evaluation and comprehensive evaluation of regional differences in rural basic public services.For sub-item evaluation,the main research contents are as follows: analysis of the development trends and spatial causes of regional differences in rural compulsory education,social security and infrastructure in China.The main research contents are as follows: Analyze the development trend and spatial causes of regional differences in China's rural compulsory education,social security and infrastructure.The main research results are as follows:(1)The overall difference degree of compulsory education,social security and infrastructure in rural China is in a fluctuating decline.From 2005 to 2016,the Theil index of rural compulsory education in China dropped from 0.0368 to 0.0187,a decrease of 49.18%.From 2010 to 2016,the Theil index of rural social security in China dropped from 0.0518 to 0.0346,a decrease of 33.20%.From 2005 to 2016,the Theil index of rural infrastructure in China dropped from 0.1847 to 0.0992,a decrease of 46.29%.(2)The main spatial reason influencing the regional difference of rural compulsory education,rural social security and infrastructure is the difference within the region,followed by the difference between regions.The largest contribution rate to the regional differences in rural compulsory education,social security and infrastructure in China is the eastern region,followed by the western region and the smallest central region.For comprehensive evaluation,the main research contents are as follows:(1)Compare the differences between basic rural public services from the perspective of inter-provincial,inter-regional and intra-regional perspectives.(2)Referring to the weighted average method,these three indicators are combined into a comprehensive index to analyze the development trend and spatial causes of regional differences in the overall rural basic public services.(3)Based on the causes of space,analyze the deeper causes of regional differences in basic public services in rural areas.The main research results are as follows:(1)Compare from provincial differences: the inter-provincial difference of rural infrastructure is the largest,and the inter-provincial difference of rural compulsory education is the smallest.Compare the differences between regions: the difference between rural infrastructure regions is the largest,and the difference between rural compulsory education regions is the smallest.Compare the differences within the region: First,within the eastern region,rural infrastructure has the largest difference,and rural compulsory education has the smallest difference.Second,within the central region,rural infrastructure is the most different,with the smallest difference in rural social security.Third,within the western region,rural compulsory education,social security,and infrastructure differences have changed greatly.In the last two years of 2015-2016,rural infrastructure has the largest difference,and rural compulsory education has the smallest difference.(2)In general,the regional differences in rural basic public services have gradually narrowed,and the main spatial cause of regional differences in rural basic public services is intra-regional differences.Further sub-regional view,the largest contribution rate to the difference in rural basic public service areas in China is the eastern region,followed by the western region,and the lowest contribution rate is in the central region.(3)From the deep-seated analysis,the main reasons for the regional differences in rural basic public services are the level of economic development,the preference of government expenditure behavior,the mismatch of government affairs and financial rights,and the lack of scientific transfer payment system.On this basis,this paper puts forward four specific countermeasures and Suggestions to narrow the regional differences in rural basic public services.These include increasing investment and promoting the development of rural and regional economies,improving fiscal policies,establishing and improving security mechanisms,and promoting cooperation between government and social capital.Through systematic analysis of regional differences in rural basic public service investment in China,we hope to provide more detailed support information for the next decision.It will help to evaluate and adjust the rural basic public service investment strategy,narrow the regional gap,and solve the basic problems in the rural revitalization and development.
