Performance Assessment And Optimization Of Cadet Involved Security Service In Large-scale Events

With the rapid development of economy and the growth of international status,China is hosting more and more large-scale events.These events present a huge pressure to social security,as local police force usually couldn't meet the security requirement.However,one of the successes of these events depends a lot on security,which is a touchstone of the government's capacity of public administration.To provide a satisfying security environment,police cadets are recruited to the security force in events like Olympic Games of Beijing 2008,Shanghai Expo,G20 Hangzhou Summit,Xiamen BRICS National Summit,Qingdao Summit of SCO and Wuzhen World Internet Conference.To complement the police force with cadets in large-scale events has become a usual practice,which also gives cadets a chance to gain practical experience.This article first introduces the definition of performance management and models of performance assessment;definition and characteristics of large-scale event and its classification.Then it analyzes the management of security in large-scale events engaging police cadets,and concludes the supporting measures,security managing procedures,and characteristics of cadets-involved security service in large-scale events.The article is based on statistics from surveys on cadets of Zhejiang Police College,who participated in security service for events like 2010 Shanghai Expo,2011 National Sports Game of College Students,2014-2017 World Internet Conference,2016 G20 Summit,2017 Xiamen BRICS National Summit,and 2018 Qingdao Summit of SCO.From these statistics,the article faces the difficulties and the deficiencies of cadets-involved security job in large-scale events and tries to set a performance assessment system,which combines the assessing of cadets' professional cognition,vocational skills,discipline and professional ethics.Then it posts the principles and strategies of cadet's service and training performance improvement in security service of large-scale events,which would be instructive to security job of future events and the reform of practical education in police colleges.
