Research On The Implementation Of Rural Minimum Living Security Policy In Datong District Of Daqing City

Social assistance is the system that the country provides to the residents with living difficulties to meet the minimum living needs.The minimum living security system is the core of the social assistance,which is in the main position.Based on the reality of the large number of rural population in China,the rural minimum living security system(hereinafter referred to as the rural minimum living security)is the core of the minimum living security system,and become "the last protecting net".The rural minimum living security is a policy of benefiting the people to ensure their basic life standard.With the quickening of the democratization process and the development of the legal system construction in our country,our party and government are paying more and more attention to relying on people-oriented thinking and implementing responsibility system to protect the rights and interests of the difficult groups,but how to ensure the effectiveness of the implementation of the rural minimum living security policy is a difficult problem at present.There are also differences in the rural minimum living security policy in all over the country.At the same time,there are also many problems affecting the implementation of the rural minimum living security policy.This paper carries out the following research on the implementation of the rural minimum living security policy in Datong District of Daqing City: Firstly,summarizes the characteristics of the rural minimum living security in Datong district of Daqing city,analyzes the effect of the implementation of the rural minimum security policy in Datong district of Daqing city,and at the same time analyzes the situation of the management of the rural minimum security policy in Datong district of Daqing city.Thus,it is concluded that the current implementation of the rural minimum security policy in Datong District of Daqing City is more comprehensive.Secondly,through the villagers' interviews and visits to the grass-roots civil affairs departments,and combined with my civil affairs work experience,this paper analyzes the the problems existing in the implementation of the rural minimum living security policy in Datong District of Daqing City.Based on the Smith Policy Implementation Model,this paper analyzes the causes of the problems in the implementation of the rural minimum living security policy in Datong District of Daqing City.Thirdly,through the domestic typical areas of the implementation of the rural minimum living security policy experience to get inspiration.Finally,combined with the analysis above,this paper puts forward the countermeasures to improve the effectiveness of the implementation of the rural minimum living security policy in Datong District of Daqing City,hoping that Datong District of Daqing City will implement the rural minimum living security policy better,implement the responsibility better,and guarantee the basic life of the poor people.The rural minimum living security is of great significance in alleviating poverty,maintaining thestability of rural areas,promoting the healthy and harmonious development of the society,and promoting fairness and justice.It is the duty of the government of our country to "alleviate the plight of the people and solve the difficulties of the people".The effect of the implementation of the rural minimum living security policy and the effective implementation of the government's responsibility also put forward higher requirements for the construction of the grass-roots government in China.This paper studies the implementation of the rural minimum living security policy in Datong District,hoping to "see the whole through a small part" so as to provide a certain reference for the improvement of the effect of the implementation of the rural minimum living security policy in China.
