In order to improve the indifferent residents' relationship,lack of public concern and community awareness in the grassroots communities,the government promotes community improvement by purchasing and encouraging social forces to participate in solving community and residents' problems.Among them,the social work institutions that aim to solve the problems and difficulties of the clients have gradually received government support and social recognition.In order to change the awareness of community residents and improve the capacity of residents,the concept and method of community building in Japan,South Korea and Taiwan will be applied to the process of local community governance by social organizations in the mainland.The X social work organization combines with the comnunity governance project advocated by the city,and integrates the concept of community building into the implementation of the project.and achieves some results after practice exploration.This paper firstly reviews and sorts out the literature data,and then uses case study methods in the practice process to provide an in-depth understanding of the basic situation of X social work institutions,project operation and community building practices,from the institutional level,community level and residents.At the level,targeted individual interviews were conducted to collect rich research materials for the thesis,and community building theory was used to analyze the practical process of social work institutions participating in community building.According to the policy system,industry development and community participation formulated by the city where the X social work organization is located,this paper mainly discusses the practice level of community building ideas and methods in China's mainland,the presentation of community building effects,and analyzes the impact of community building.The factors that explore the main body of community building:the problems of the government,the community and the residents,and the social work institutions,and then draw on the development experience of other countries and regions,and propose ways to enhance the building of the mainland community.Through the research on X social work institution,it is found that although social work organizations integrates the concept and method of community building in the project service process,the governments decision-making power is strong,the industry system is not standardized,and the organization's own professionalism is insufficient to affect community building.Several important factors have been developed,so it is limited by the current reality.The mainland presents a situation in which community building and community governance coexist.Therefore,the various entities created by the community,that is,the government must change the level of intervention,improve the bidding mechanism and evaluation system,the social work organization should enhance professional competence,improve industry norms,and deepen the concept of community building.The community and residents should clearly define the supporting role of the community neighborhood committee and to strengthen the residents'awareness of participation,the three parties must recognize their own roles and play their due role in order to jointly promote the realization of residents' autonomy and community governance.“Building people" is the key to community building,and building a good person can make a good community.Therefore,as a guide,the social work organization must constantly reflect on the degree of professional growth and involvement in the process of "building people"in a government-supported environment.In short,the realization of "bottom-up" resident autonomy is still a long process of exploration.
