Research On The Functional Orientation And Governance Mechanism Of Party Organizations In Rural Communities

The state of rural development is related to the degree of modernization.Rural grassroots party organizations are an important force in the governance of rural communities.With the comprehensive transformation of China's economic and social development,the rapid advancement of urbanization and industrialization,the community has become the core area for the convergence of various social contradi ctions and focus issues,consolidating the party's ruling foundation in rural communities and fundamentally improving grassroots social governance.In general,some studies have carried out a more in-depth analysis of the party's governance in rural areas through the analysis paradigm of "state-society",but since the paradigm tends to explore issues from a macroscopic abstraction level,it is difficult to effectively present the mid-view.Social facts at the micro level and its underlying mechanisms.Based on this,this paper is based on this analytica 1 paradigm,and draws on the structuralist theory to construct the analytical frame work of "function-resource-mechanism" from the dual dimensions of structure and situation.Under the framework of this analysis,how is the status and role of rura 1 grassroots party organizations in the governance of rural communities in the new situation?What is the interactive logic of rural party organization construction and community governance?What are the characteristics?How to further improve the promotion path of party organization governance in rural communities?This paper first reviews the history of rural development and proposes that the current rural community has become the new governance space of grassroots party organizations,and combined with the data to analyze the current situation of grassroots party organization construction in rural community governance.The study finds that the current rural community governance in China has problems such as unclear division of responsibilities of the party organization,imperfect operation mechanism,inflexible organization and unbalanced structure of party members.It should focus on the leadership construction and rationalization of party organizations in rural communities.Its relationship in the relationship of community governance structure.On this basis,it analyzes the multi-governance structure of rural co mmunities,briefly describes the role of the multi-governance bodies in rural communities,and defines the functional orientation of rural community party organizat ions in the multi-governance structure.In addition,this paper analyzes the interact ion mechanism between rural party organization construction and community governance in the typical case of rural community construction in Xiaogan City,Hubei Province,and summarizes the innovation of community party organization construction innovation based on multi-subject integration.Pay attention to the innovation of governance mechanism of cooperation and negotiation and the governance inno vation logic of "change-absorption-integration-reconstruction".With the continuous advancement of rural community governance,the value concept of rural community party organizations will gradually move from management to service,management system from division to unity,operation mechanism from independence to coordination,and work mode from closed to open.Therefore,it should be consolidated from the ruling foundation.The rectification of governance capabilities,the updating of interactive methods,and the falsification of service functions have been further improved.
