Research On Public Participation In Environmental Management Of Rural Communities

Environmental governance is an important measure for the development of rural green transformation in China.Xi Jinping pointed out that the focus of ecological civilization construction is to establish a system of establishment and to continuously improve the public participation system related to environmental protection.Promoting the long-term and comprehensive nature of environmental governance in the form of public participation has become the direction of current environmental governance system innovation.The rural community in LZ town combined with the local economic underdevelopment and the strong desire of farmers to change their behavior,and explored the public participation model characterized by “organizational service + villagers' obligations ”.The content of the obligation is voluntary and contractual,with mutual commitment,joint action and mutual supervision within the framework of the rule of law.According to the town cadres,this model design not only answers what the community can do for the villagers,but also tries to find out what collective responsibility the villagers need to bear.In order to ensure the sustainability of environmental protection participation,between the organization and the villagers,the villagers should not only pay one-way,but form a mutually beneficial relationship.This paper takes the collective environmental protection action and related public participation system of rural communities in LZ town of Shanxi Province as the research object,and discusses how villagers should participate in community environmental affairs and enhance welfare sharing.In addition to the introduction and conclusion,the text is divided into five parts.The first part lists the difficulties of guiding villagers to participate in community environmental protection actions.The second part analyzes the staged deployment of the village-level organization and the town government to reduce the participation resistance,and introduces in detail the concrete measures in the process of constructing the community,guiding participation and forming an environmental governance atmosphere.The third part describes the participation process of the village groups in the environmental protection infrastructure construction,village cleaning operations and environmental protection culture in the typical community of LZ town.The fourth part summarizes the public participation model formed by long-term environmental collective action in the region,and points out its role in reducing governance costs,raising villagers' sense of responsibility and forming mutually beneficial relationships.In the fifth part,according to the status quo and development trend of public participation in environmental governance in China,combined with the problems existing in the LZ town model,three possible countermeasures for environmental protection participation in marketization,rationalization of democratic decision-making and standardization of rule of law are proposed.In general,after the practice of public participation,the environmental facilities and spiritual outlook of the villages in LZ have been significantly improved,and they are moving towards a modern and happy community.
